When I checked right now there were 10x more people in Oursulaert than in Renyn. 180 docked in O and 18 in Renyn, 510 in space vs 120.
Both are next to each other and Renyn connect to a lot more system than Oursulaert. If you compare with Caldari space then Jita and Sobaseki has about same number of people (with advantage to Jita).
Don't understand why there is such a big difference. Not been yet in neither of Oursulaert and Renyn (but planning to go there soon - when lag improves).

There are many more agents in Oursulaert than Renyn, and they are agents of all levels 1 -4 so lots of agent runners congregate there. Plus, its where the gallente starting agent is.

As far as I can tell, it's almost impossible to travel from East to West without passing through Oursalaert. I tried making a manual route but gave up. It's also the market hub for Federation space because of its centrality and the fact that newbies dump their stuff on the market there for low prices.

If you pass through Oursalaert you would have to pass through Renyn as well

As there are many new players and agent runners there it is also a good place to sell ships and equipment which has turned the system into a trade hub

actually, there are usually more people in Oursulaert than in Reyn, but more people jump through Reyn if you look at the "jumps in last hour" setting. Reyn usually has more jumps per hour than any other system. When I looked it was 2200 in the last hour .
