I'm in a .4 system ratting when a pirate warps in, i warp out ok pick another belt I have 16 to choose from ;-) and right behind me the same pirate, this goes on for 6 times, is he just lucky or should I beware of something ?

It's possible he's just looking at what direction you are warping off in, and warping to whatever belt happens to be in that same direction.
It's a good idea to make yourself a "safe spot" in any low-sec system so you have a place that's not on the overview to warp to in case of pirate attack. Basically, you warp between two points on the overview, and click "make bookmark" somewhere between the two. Then warp to that bookmark. From that bookmark, warp to another point on the overview (obviously not to one of the first two points) and click "make bookmark" somewhere between your first bookmark and the second point. That second bookmark is your safe spot.
Ideally, the safespot isn't in a direct line between any two spots on the overview, and therefore, becomes much harder for somebody using the system scanner to find, at least without using scanner probes. Safespots can be "busted" but that takes time and skill, and they are certainly safer for hiding than just a belt.
It's a good idea to have a safespot in any .4 or lower space you happen to frequent.

yeah forgot to say he found me in my safe spot which was scary I guess my safe spot wasnt done too well But I understand what your saying thxs.

chances are he is scanning for you. it's the button just above the tactical overlay toggle, set it to 30, and 10,000,000 km point your camera and it will pick up everything (not cloaked) in that range and field.
seeing which way you warped is giving him a general idea of where you are going. there are ways of making your safe spot safer but it'll take a couple hours of non warp travel. i'd tell you exactly but you will eventually be able to figure it out for yourself.
