As with many things in the database you are not seeing the decimal point, take 2 zeros off of those percents.
Still some nice bonuses though.

Hmm tracking I get but how do drugs increase my guns' optimal range or damage multi? Seems a little out there but why not huh? Just wondering where we'll get em.. NPCs? Loots?
