I made this character when the account was trial and really didn't know what i was doing. Starting Stats are as follows.
Race Amarr Bloodline Amarr
7 - Intelligence 7 - Perception 3 - Charisma 14 - Willpower 8 - Memory
I tried to balance the stats but I picked the Religious background since it was the only Amarr choice that didn't give Charisma. However looking at it I am starting to think that 14 willpower is a bit excessive. I could go back and pick the Wealthy background(Gives 3 memory and 1 charisma) and get the following stats.
9 - Intelligence 7 - Perception 4 - Charisma 10 - Willpower 9 - Memory
I've only got 152,000 Skill points and I could get 95,090 back by picking all the Command stuff that gives Amarr Frigate Skill. I know the extra Memory and Intel would make my learning skills raise faster as well so I'm wondering if I would make up those 57000 skill points sooner than I thought.

The 9/4/7/9/10 you mentioned is one good choice for balance, however there is nothing necessarily wrong with your existing stats. Do you plan to focus on combat? 7 base perception is maximum for Pure Amarr. If they want to be better at combat then they would have no choice but to pump up willpower. Willpower is also used as primary for Tech 2 ship training. Otherwise for things like Tech 1 ships and the requisite endless gunneries, your 7P/14W would be the equivalent of 9P/10W, which are fairly strong combat stats. It's up to you, but if you want to remain Amarr, I don't think you require a reroll, if you think you will be doing combat. You may be better off as you are now.

Good Point, I hadn't thought of that but you are right.
I just didn't want to regret my newb choices several months down the road. I did make a few mistakes because I started with less than 30000 skill points when I started out, but that doesn't matter now. I just wanted to make sure the stats I had wouldn't be a hinderance I would regret later.

I think it's an excellent idea to balance the attributes as it makes training some skillgroups less of a chore as others.
I did the same thing over a year back now and ended up with an Intaki pilot with low charisma and perc/mem/int the same and willpower was either 1 point higher or lower. (dont want to log in to see)
The idea of being able to train engineering or electronic skills fast and the spacehip command or gunnery at a snails pace in comparison didn't work for me.
Kudos for putting some thought into it as all too often i here newer players in my corp or in different channels saying they wished they had done this.

Reroll, and dont necessarily be amarr. Will power is an important attribute, but for most skills its a secondary attribute. The second set you mention is kind of balanced, but in my opinion your perception is to low. Make your highest 2 attribute intelligence and perception. If you plan to be balanced but do mostly combat, then make your perception higher.

I like the Amarr for the asthetics of the race. I think I'm going to keep him for now, I had another trial account I believe I'm going to pay on that has a character with much more balanced stats that I am going to use for a more balanced playing character (Trading and Mining) and I'll keep this one for pure combat.
