Their superior technology has enabled them to infiltrate the other races with bugging devices and sensors, giving them unrivalled access to information, which they use to maintain their strong position among the races" Also, the Jovians gave us Capusle Technology, for some harmless society information. Maybe every single capsule is fitted with bugging devices, allowing the jovians to monitor all communications in the pod Pilot community.
