im not used to 0.0 hunting and i dont want to use my raven. so what is the alternative? any sugestions?

i would say u need bs, and good tank. what kinda NPC rats u gonna hunt?

I can rat in .1 with my crusader, but I'm very specialized in its skills...
The main thing is the kinetic missile gurista spam.
Next, stations are few and far between, so stock up on BPOs.
For example, if you take a crow in there, then get a rocket BPO so you can reprocess loot and make batches of rockets...
Killing the rats isn't really a problem as much as factors like
* closing distance--often you warp into a belt 30-50 KM from the rats, so who wants to close 3 min in a bc?
* logistics--so now you have a hanger of named loot to sell, how do you move it safely back to empire
* minerals--in one week I can have 1 mil trit and equal % of everything else with no buyers on market... (solution, use a BPC to build a BC, fly it out, then sell it)

Was thinking of using a Vagabond to rat in 0.0
Is this feasible (for killing the rats I'll find)?
I'm planning on using 0.0 right next to empire so ammo stocks shouldnt be a problem.
How do you find out who 'owns' the system and whats a reasonable price they would ask to let me roam freely?

If you hunt Sanshas or Blood Raiders then yes. But dont move out without tec 2 guns.

If you wanna die a lot then those systems are the way to go.

You may have a look here. The price is in most cases your frozen corpse. If you are not used to live in 0.0 going solo there is not a good idea. If you are in a nobody or even a noob corp anybody will be glad to hunt you down.

If you got a lot skills at lvl5 in missiles and engineering a ferox will last out. But some fat BS may be able to tank you or at least cost you planty of time to kill them.

If you have Caldari based skills then a ferox will be fine. Heavy missiles are great as long as you use the right type for the rat you are hunting. Same goes for shield tanking, chose hardeners for rat damage type. Just make sure that you keep an eye on local have a Safe spot between two stargates and an obsovation point at 250k from each gate. Add any known pirates to your address list and you'll spot them quicker in local. Also, make friens with the locals, they will warn you if there are any trouble makers around.

If you posses the skills and experience then it is possible to hunt solo in 0.0 space piloting a Enyo(AF). Just look under Ships and Modules, Ship Setups, Assualt Frigates, Enyo to get an idea of a setup that would suit your skills or a setup that you could tinker with to better suit your skills.
For every drop of sweat, for every limit pushed, for every barrier broken. Fear had no part....

I go ratting solo in 0.0 with my Ishkur. I never have any problems tanking the damage, or killing bs's.
I'd advise getting an assault frig for ratting. You just need good gunnery and tanking skills, and you'll be ok.

Dont wanna risk raven? Then snipe.
6 cruise 2 small lasers
ab, 2 sensor boosters, 3 target painters
3 bcus, 1 large rep, 1 stab
warp in at 100, lock bs, run in the opposite direction aligned to planet/station/gate, shoot, pwn. If you are gonna die somehow just warp out. Its pathetically easy.

Vagabond is a very good ship for ratting with.
Sure its suited towards hunting Sansha and Bloodraiders, but I find I can take out most Angel spawns with it, just not the missile spamming cruiser ones is all :)
Use mwd to close distance and have a nos fitted to keep shield tank running. Really quite easy.
