Would be nice to have a Module that when fitted would make the drone bay and cargo bay join as one cargo hold. This would of course eliminate being able to use drones while fitted. Also a reverse Idea having a module to do the opposite. Maybe even modules that just take 50% of the hold to convert to the other.

Not good. It would make the dominix the Uber-hauler, for example.
In addition to that a drone bay is something quite different to a cargo hold. It would be like transforming a carrier to a tanker.

What's wrong with that? So you fill the drone bay with a whole bunch of drone sized cargo containers, latch 'em down as drones and call it good. :) Now refitting cargo space to drone space is more difficult - have to put in all the support systems for the drones, so your drone space yeild would be much lower. Here is my imaginary module:
Basic Drone to Cargo Space Converter
20% Cargo Space -25% Drone Space.
Drone to Cargo Space Converter 1
25% Cargo Space -30% Drone Space
Fits low slot.

aye, but considering there are expanders with 21.9%+ cargo space that would not really benefit since you would lose Drone space for the same space an expander would give, but something like
-100% Drone space +75% or 100%
or even a 50/50 deal.

Yes but those cargo hold modules are very rare and expensive.
My Basic Drone to Cargo Hold Converter should be cheap and commonly found in the loot. The more extensive modules would be more expensive and rarer of course.

And those cargo modules have other negatoive effect, like speed reduction - something which isn't alway welcome, especially with already slow BS or indys.
If those modules will actually make it into game they shouldn't work on indys, btw. 0 drone space cannot be converted to cargo.

Yes, they would of course have negative effects, most likely in the area of speed, agility, ect..
Not working on ships with a 0 drone bay is a given.
