Beyond that, you simply can't launch them in Empire space, interdictors can't activate bubbles as well, it's rigged into the game. Be mindful in some nullsec sytems, always check the true security level of the system.

You good sir is confusing bombs launched by stealthbombers with smartbombs normally fitted on battleships. It is a very big difference between those.
Also bombs has never worked in lowsec exctpt for a short while on the test server.

They should not be able to use bombs in low sec at all, so if you see someone who uses bombs in low sec...well have no idea how they are doing it.
Bombs may not be deployed in empire (0.0 only).

Don't believe you can use smartbombs in range of that undock now. It causes SO DAMN MUCH LAG.

Yeah, Jita is a special case, as people were abusing Smartbombs to create lag.
I don't know whether it's blocked now, but don't even try it, as you can be banned for intentionally creating lag.
Other than Jita, you can use Smartbombs everywhere in highsec.
It doesn't automatically call CONCORD on you, but if you accidentally (or not so accidentally) hit anything neutral, you will get exploded. Which is why you have to set your safety to red to use them. Note that you could hit cloaked ships that you cannot even see.
The consequences for using a smartbomb are exactly the same as if you had fired a weapon on everything in the blast radius - so in low-sec, hitting a neutral pod with a smartbomb will flag you a criminal, while hitting anything else will flag you a suspect. You'll also be targeted by gate guns if you hit anything.
As for Stealth bomber's bombs, they can only be used in null and wormholes, as already noted.
