I notice as I look around that people avoid using shield boosters and regenerators in favor or armor repair. Since armor repair *seems* to be more expensive in terms of cpu and power i'm wondering why people avoid shield boosters? Is it because shields regen on their own anyway?

Becose most races do armor tanking(regenerating armor faster than tkaing damage) and only(well ok mostly) Caldari do shield tanking(regenerating shields faster than taking damage)

Your shield naturally regenerates over time without you doing anything, while armor does not.

OK, then let me rephrase my question. Based upon this, why do the Caldari do shield tanking and other races do armor tanking? Do the Caldari get some sort of boost to shield regeneration that I don't know about? Vice Versa?

Caldari do shield tanking while the others do not because typically Caldari ships have more shield HP than armor HP and have more mid slots than low slots.

take a look at your ships attributes you should notice that Caldari & Minmatar are preferencial shield tankers (not always true) and the opposite applies for Amarrians and Gallenteans they are preferencial armor tankers.
the ships are set up to cope with the requirments of either shield or tank... although you will find people changing things like the Raven PvE armor tank you see flying around.
Alternatively you could say its ship based instead of race based as there are some exceptions and your race has no bearing on which ship you fly...
