Here's my attributes:
Intelligence6 Perception9 Charisma7 Willpower 12 Memory 6
The only Learning skill I started out with was Iron Will, and in the Newbie areas, all the skills are seemingly exorbitantly priced. (At work currently and going off memory)
I was able to get enough creds together to outfit a Bantam with a newbie Chain Gun and Basic Mining Laser...but not sure how that's gonna fly over the first week or so.
Currently I've got about 16k ISK.
Any suggestions?

While some people may sell skillbooks at higher rates, pretty much all skillbooks are sold at a set price by NPCs... so yeah, it may sound like a lot of ISK, but it's the price it's supposed to be. 
If you spend a bit of time whacking pirates in the newbie spots, you'll quickly accrue decent ISK in the form of auto-paid bounties, and you'll also get to loot some modules that they drop. Some you'll likely want to equip on your ship; the rest can be sold for ISK. It really won't take long to fatten up the wallet some.
I've no idea what a Bantam should be equipped with, but you'll definitely want to upgrade from your newbie gun. You might need to buy a skillbook to learn how to operate the new upgrades, too.
Your Memory & Intelligence look a bit low, but what do I know. My highest skill (by far) is Charisma.

Oh, and if you finish the newbie tutorial, you get a rather decent implant to use or sell. (It's worth a fair chunk of change, I hear)  |

Reroll with more even stats. Highest to lowest should be Per Int Mem Wil Cha but none should be much higher or lower, should be fairly even.
Make sure you come out of training with caldari frigate 4.
Talk to your agent and do the storyline missions to the end, you will end up with enough money to buy all your learning skills, as well as a +1 implant which you can sell or stick into your head.

Finish the tutorial missions for sure.
When I started awhile ago (I am still pretty new) I got a 4 mil implant. That 4 mil went a long way.
Might want to also try mining a little bit, find some scordite and do that for a few hours and you can prob make a decent chunk of change, or at least enough to upgrade to a nice Frigate for mining.

Get two mining lasers on that bantam (cpu is a bit tight but train electronics up a bit and you can fit two miner 1's) and mine scordite in 0.9, 1.0 systems (no belt rats to worry about).
Once you have made some cash with this buy an osprey and fit 3 miner II's and train up the cruiser skill - you'll find at cruiser 4 you are mining a good amount and with one light missile and a couple of light drones you'll easily mine down to 0.5 for the more expensive ores.
With the money your getting from this (it won't take you long) you can start looking at what you want to do - trader, hauler, fighter, miner, producer. You'll have an easy supply of millions of isk to fund whatever career your looking at.

Agent missions are best money as a newb. Especially the first chain of storyline with the reward discussed above
Running low level courier missions deep in high-sec space is easy and will often bring you in 30-60k per missions. Sometimes they offer less, but the fast completion bonus generally makes it worth more and it's very hard to NOT get the bonus. I did that in my bantam (great starter ship for hauling/courier runs) and got a couple mil pretty fast.
