First we have Colors: I know this has likely been suggested before, but I just realized one thing about the game. I'm not exactly sure how much space this would REALLY take in the game.
One method, is to make it possible to remap colors of the ship through scripts. So the program would change the colors of a ship based on the color chosen. Your ship hull DDS can contain special colors that remap with what is chosen. For example, green1 the base of the ship would be able to change to purple1 while green2 would change to purple2. So on so forth allowing you to keep the smoothness of the ship if you wanted. I imagine this would be very very hard to program in though. It's the harder of the options.
Then I noticed something. I was taking a look at the biggest ship. The Avatar; 9 files. 3, 3D files for 3 different detail levels (graphics settings). 4 DDS files. 1 .black file. lowdetail.gr2: 117.07KB mediumdetail.gr2: 457KB main gr2 file: 748.88KB
ao.dds = 2,731KB - I'm not sure what this file does. It might be what, lights? Ship glow? d.dds = 683KB - This appears to be the ship's MAIN skin. The one you would re-color in game. n.dds = 1,366KB - This looks like a diffuse file if my guess is right. pgs.dds = 1,366KB - I have no clue what the hell this is.
And then there's one .black file, I am guessing these are little scripts that tell the game what parts of the skin go where. Am I correct?
Now if I'm right, coloring the skin into lets say 5 colors could take anywhere between 3,600KB and 4,800KB (600KB per file to 800KB per file). This includes original skin + 5 colors.
Would this really be so bad? 5MB per ship? What would you all say to that? Would you all hate the idea of having to download an additional 5MB per ship if it let ships be colored? Now, keep in mind. SOme DDS files are much larger and much more detailed, like the Skiff and other exhumes. Also keep in mind, that there are (if my count is accurate) 273 flyable ships in game. Adding 5 new skins for all of them could add between 800 megs to 1.5GB to the game file size.
CCP, are my estimates correct? Did I figure most of this data accurately?
Players of EVE, would 1.5GB be to much to add to the game to give each ship a set of paint jobs you can choose from? One more thing to keep in mind. I counted all flyable ships. Special ships liek faction and special edition one of a kind ships should not receive paint jobs. This would possibly subtract about 100 (random guess) from the amount of ship skins and thus likely decrease the amount added to the game to possibly 1GB at most if all were to receive 5 new paint jobs.
Engine Flares: What would you do if you could change your engine flares? Docking at the right stations fitted with the tools required to add a chemical to the impulse drive fuel that will change your engine flares color. This likely wouldn't take but a few kilobytes of data to the code, maybe up to 1 meg max estimated guess. Then just save the color setting to each person's ship with a value like "shipColor=0" (default) "shipColor=3" (blue) etc.
Ship Lights / Glow: I'm not entirely sure what controls the lights on a ship or the glowing bits of a ship. But this is about the same as above. If it uses scripted colors and stuff, then several kilobytes of data. If it uses DDS files, then up to 1GB more data. If DDS files are used, I wouldn't want it due to the fact that lights aren't worth gigs of data, but pretty blue ships are (to me at least).
This is all speculation right now. I'm just making educated guesses, estimates, and asking the users what they think. If your ship could be painted a number of colors by docking at stations with a ship tweak bay, and all you'd need to do is pay a little ISK to get the ship customized. Would you like that?

Just paint job will be enough for a start. Repacked ships will lose their custom paint.

I do believe that i answered some of them to some extent in a non-formatted way in my post. i cant care less about exhaust and ship lights color so that minus 6 questions. They don't need to colour the .dds files, this is done with a shader. It is quite easy to change the colours of a ship :)
FYI: To change the colours and look of a ship (and not adding any new textures) is on average 60,000bytes, and the load would be on the client's graphics card, not the eve servers.
Regarding the complexity, this is Eve we are talking about, and the questions are all relevant :)

Having looked at map files + .black files, channels in pgs.dds serve to apply primary/secondary colour. There's one per pattern, so it's actually pretty easy to customize a ship this way if you do it outside of the game.
I guess the main issue now would be manpower, with most of CCP's people working on some important things like balance/technical issues the game still has.
Either way, of course I support this, maybe even define a corp colour scheme so that all ships get this paintjob by default without extra cost. Is it Hotdrop O'Clock yet? |

Curious though. What happens when there are 100 ships in a system painted up using this method? Or 300 ships? Or you're at Jita undock? I believe DDS files may be less load than telling the graphics card to do 100% of the work. Then again I know now that your method would be easier and more likely what CCP does since it is easier.
