Dmg mods can only fit in lows, which means you'll need at least 7 lows for effective dps while maintaining dps for missions. That leaves Phon and Mach. Phon has split weapon systems. It doesn't look promising... |

The Tempest is probably what you're looking for IIRC. 6 lows for armor tanking and it's designed to mostly use Projectile weapons. |

I did the same thing. You get to Min BS and realize the Mael needs shields. But you want to do level 4s now! (Or lvles as the OP puts it)

Use a shield tanked Mael. Best L4 solo ship in the game, outside of faction BS's. Can take over 1000DPS if you're fitting it right with decent skills. |

If you are going to stay with minmatar ships and want to tank armor, then you will want a Tempest, Fleet Tempest, Typhoon, or Fleet Typhoon. The Tempest(s) are more focused on projectile guns. The obvious advatage of the fleet tempest would be the extra low, which reduces your tank mod v damage mod conflict.
The phoon I've found works better with a cruise missile focus. And the fleet phoon is my favorite ship in the game (it has an extra low over the base phoon 8/4/8 slot layout). You will need however tech II skills for cruise, torp, arty, ac, sentry and heavy drones to make it live up to it's potential. That is a lot of sp investment, but once there it can perform well in almost any mission.
As to the comments about a Mael being better for missions than the base tempest or base phoon this is true if you are running missions against angels mainly. Basically the Mael does well with explo and kinetic damage dealing rats because it's shield tank is better adapted. However, against Blood raider and Sansha the pest and phoon are probably better, all skills being equal, because their armor tanking will deal with em and therm damage better (minmatar ships get 10% extra base em armor resist).
The ideal ship imo from your parameters would be the Fleet Tempest. It focuses on projectile guns and has 7 lows for the armor tank. The big qualifier on that statement is that it will apply only if you are getting a lot of blood raider and sansha missions. If you are getting mostly angels froma a typical minmatar agent then you should go Maelstrom. |

If you're absolutely insistent on armor tanking, then your progression will look like this:
Tempest -> Flempest -> (armor) Machariel.
Of course, the armor Tempest is overshadowed by the shield Maelstrom, the armor Flempest by the shield Varg, and the armor Mach by the shield Mach, but hey, your choice. |

Shield mach is just ridiculous. It overshadows pretty much every other ship in the game for missions....and incursions....and any other type of pve really, unless you're solo missioning in lowsec |

An AC Mael you just wade in and pew, it does solid DPS and you can at least get an afterburner on....if its long(ish) range you just swap the AC's for 1200mm and park it.
Domi's are only better when you have the advantage of being able to park out 90km from everything without slowboating it there, serpentis/gurista missions that either damp or ECM the **** out of you... or ye 'ole afk fitting. |

Domi= Level 4s take a looong time. But you are safe.
Shield Mach/Mael= Level 4s done quickly.
A Mach or Mael without damage mods is a waste. |
