Most people have no idea how harsh the diminishing returns for mineral effeciency are. I still see people swooning over 200 ME blueprint copies when 20 ME copies are virtually identical.
Hopefully the following example will demonstrate:

I don't think these figures need much explanation. The big mineral saver is production effeciency (the skill) because it reduces the total mineral cost of the product. Mineral effeciency however only decreases wastage and although it can be useful for the first 10 or so levels, researching past 15 or 20 is time consuming and offers very little difference.

The exact formula is that the wastage factor is divided by (mineral level + 1)
So if the original WF is 0.1 (10%), the waste factor will be 0.1/(1+min level)
Lv9 reduces mineral use by 9%.
Lv19 reduces mineral use by a further 0.5%
Lv39 reduces mineral use by an additional 0.25% over that.

Also, fractional mineral usage is discarded in the factory, so if the waste plus the extra to take production (in)efficiency into account don't cross an integral number of mineral units, it doesn't matter.
For example, take a basic cargo expander--it lists at 0 mineral level at 5.5 mex and 5.5 iso. The most that you can do after an infinite amount of research is to remove the 0.5 waste. If you are at PE 5 (or as it turns out, even just 4), guess what? This BP will use just 5 anyways. So the BP has effectively 0 waste even without researching it.
If you research it just twice, you can get it 0 waste at any PE level (PE 2 can save you just enough to be able to lower usage from 6 to 5 with two levels of mineral research).
