I figure it would be a good fleet ship, faster and more maneuverable than a battleship, but with less damage or tanking ability; the benefit? Being able to engage in fights alongside with standard battleships, which right now is tough due to range. If these were T1 ships that cost ~35-50m to produce, I think they would be very popular.
I only put together a caldari type one but basically each ship would draw from the racial strengths. The biggest points would be that each ship would get a powergrid consumption reduction bonus, and range enhancing bonus. missile flight speed, optimal range, falloff, etc.
Sparrow: Light Battleship. Bonuses: -10(?)% powergrid usage for battleship class weapons. -10% missile velocity
Required Skills: -Light BS I -Caldari BS III
CPU: 500 Powergrid: 3000
4 High Slots -4 missile slots -2 turret slots 6 Medium Slots 2 Low Slots
Structure: 2500 Capacity: 500m3 Drone Capacity: 50m3 Mass: 95,000,000 kg
Armor: 2700
Shield: 500 -Charge Time: 1500
Capacitor: 2400 -Charge Time 500
Max Target Range: 75km Scan Resolution: 150mm Sensor Strength: 20 Signature Radius: 315
Max Velocity: 130m/s

There's a damn good reason you don't get to fit battleship modules on a battlecruiser.

These ships aren't really based on battlecruisers, so much as stripped down battleships with less slots. They are designed to be faster and cheaper than normal BS, and be able to use battleship sized weapons so they can keep the same range as a normal battleship.
A new type of battlecruiser couldn't really do this without having a strange bonus like 25% range increase per level. These have a *fairly* low amount of grid, and a bonus to weapons, so you'll probably be tanking between a battlecruiser and a battleship, damage on par with a battlecruiser, but range on par with a battleship.
Also its a tiny bit different from your tier two battlecruiser ideas, which I also find interesting.

thats a battlecruiser... a british battlecruiser... the bcs we have @ the mo are german styled bs, renamed 'em to heavy cruisers and your sorted

Only 500 shield is abit extreme,it has 2500 struct,2700 armor,yet only 500 shield? It would make more sense it had at least 1500 or 2K,if its suposed to be its lower attribute in resistances.

However the area that any ship falls short in, in say a fleet battle, is range. Simply, you can't compete unless you have a ranged battleship, or an eagle.

Whats a standard range for a good battleship? My caracal typically sits at 70km and its just a lowly cruiser, that seems pretty far to me. Plus the missiles move a heck of a lot faster than torpedos.

The caracal is really the only ship that can get range like that at all. The Moa can get around the same range, with a rack of 250mms, and a tracking computer. anything else below a battleship is far below a battleships range, most of which can get around 100km easily, if not more.

Thats cool. I really like the Caracal. If I really focused on my missile skills and used a sensor booster I could probably get up to a 80km-90km range at least.

Ya I reckon we should have
Heavy Cruiser = current Eve battle cruiser, cruiser weapons, tougher but slower than cruiser. Cost ~25M
Battle Cruiser = Eve battle cruiser with large weapons, but make it tight on fitting so full gank, largest gun setups impractical. Has cruiser speed, toughness bit less than the current battle crusier. Uses large modules. Cost ~35M
Pocket Battleship = Eve battleship but bit smaller and with only cruiser number of slots, fits large modules. Cost ~45M
Stepping stones for working up to the teir 1 60M and then 100M tier2 battleships giving options for large gun, toughness, speed trade offs etc
