Selling EVE Game Time code for ISK is allowed by CCP. The buyer also protected by CCP! It means that if the buyer buy the code and the code is not working, then the buyer can report the seller to CCP which will then get all the ISK back and the seller get banned. So you are totally safe from purchasing in here!
