We all know that CCP can't do a lot against macrominers - they use a macro to do the job we use our hands and a mouse.
So a timer or something simlilar that requires a action (take a look the limewire's thread)does not work and is a "punishment" for the miners who dont use any macros and dont forget - in Empire we use autopilot and our ships stands for h (sometimes)in our target system when we are afk.
What can be done?
- limit User's mining capabilities in NPC Corporations
How?
- If a User is in a npc corp - he has a malus to every ship - Speed, CPU, Cap.. etc. - above a frigate New Problems:
- Players get punished if they dont join a player corp - Empire could blow up in fire because noobs dont have a save and powerfull heaven anymore and we all know that enough "carebear pirats" are around.
Posible solution:
- Make wars more expensive and shorter running. - Maybe a new "insta" War - starts in 24h and runs 1 Week and then its finished. - you can not leave a corporation in war before 72 war houres are over

Some bright guy (can't remember the name ) suggested limiting the ore you can mine according to standings. So if you wanted to mine more you would have to increase your standings. This could be a problem for rookies though who should be able to mine straight away in 1.0 with out any standings at all.
So I suggest combine it with some sort of "roof" on the ammount you're able to mine each day. This roof should depend on the system sec rating you're in and improve with your faction rating. This shouldn't hurt rookies as they can't really mine that much any way in the beginning, also the great faction boost you get by completing the tutorials should give you plenty of wriggle room before you move to lower sec systems with higher roof. Long term miners won't be bothered much either as most hard core miners/refiners already have good standing with the faction in which space they work to lower the refining tax.
If your roof in 1.0 is X and 3*X in 0.9 and you've already mined 2*X in 0.9 you would be prohibited to mine in any 1.0 but can continue in any 0.9.
I hope you get my idea. In RP terms it is very reasonable that the empires would want to protect their belts against "strangers" while moving to areas where they have lesser control or by becomming more friendly you're allowed to mine more.

Wont work. Here is why.
Macro buys a cruiser. Fits it with hardners and leaves it AFK tanking the rats forever, while using the barges to macro mine.
Thus, any 0.5 can be macromined. Perhaps as far as 0.1 if there were no pirates. --- Order Now!

thats why i wrote til frigate - i dont think you make too much ISK with just a bunch of mining frigs.

How about place a mining quota on newb corps. Every hour you can mine 1000m3 (or something like that). After that, you're quota is full and you can't mine anymore for that hour (day, whatever). It also encourages real newbs to explore all options in the game when they start...
And lets face it, someone legitimately in a newb corp for the first few months isn't going to mine NEARLY as much as a macrominer...so the quota wouldn't even affect them and it would decimate macro miners.

I dunno. Why don't people who are in NPC corps just get billed for the hangar storage they are using. For example if they have an item in a hangar they have to pay a base hangar pay of 100isk a month. Then for every 1000m3 worth of items in a hangar they have to pay another 1000isk a month on top of the 100. *shrugs*
Although this solution could just result in macro miners reprocessing ore faster and dumping it on the market more so.

That wouldn't really hurt macroers, they have a huge pool of chars to draw on, and can make as many as they need to brute force through that sort of limit. All it would do is hurt legit players who can't go around running dozens of accounts at once.

Not with one, but macroers will simply whistle up a gazillion trial accounts, and just move between them as the quotas on each get used up.
