Setting up a POS is a struggle if you don't have or don't want to risk a ship with significant cargo space e.g an orca. I'd like to propose a special T1 industrial designed for POS deployment. Would have been nice if I'd thought of it more than 2 days before the T1 industrial rebalance, but hey maybe it could be a Christmas present from CCP 
Proposed name: Svadilfar (from the Norse "Sva+Ķilfari". See here for background story).
TL;DR Sva+Ķilfari was a horse who hauled all the stones that were used to rebuild the fortifications around Asgard after the 1st war between the Norse gods and the ice giants.
Control tower bay (8,000 m3) <-- Large enough to take 1 large tower, 2 mediums, or 4 small
Fuel Block bay (9,600 m3) <-- 48 hours of fuel for a large tower
Strontium bay (28,800 m3) <-- 24 hours of RF time for a large tower
POS module bay (50,000 m3) <-- enough for CHA, SMA, basic defences
Ammo bay (5,000 m3) <-- enough ammo for gun/missile batteries, but doesn't come close to the new T1 ammo hauler
Other stats like hit points and hard points etc... are balance issues that aren't really worth speculating about. Gotta leave the devs something to do lol.
Thoughts?

Cloaky hauler with pos and fuel in all the space thats left, when POS is anchored you online and add fuel, while it's onlining you bring in itty 5 with pos defense mods and SMA after that you bring 1 more itty 5 of stront and some fuel, by that point you can start just unloading pos mods and more fuel since pos is already secured.
I don't really see a reason why you need to have it all in one ship since you are very exposed before FF is up.

We already have specialised mining ships, a specialised gas harvester (venture), a specialised PI ship, salvage ship, exploration ships, haulers, etc... You don't need 3 ships to do the job, you need 1 ship to repeatedly do the job. Using more than 1 ship does it faster. Having help from your corp makes it even easier. Setting up POS happens all the time in eve, but how many times by the same people often enough to warrant a special ship to do it, when there are already countless other ships for the job?
With the increase in shiptoasting, the Report timer needs to be shortened.

We already have a ship for that. Its a freighter/JF. You would be surprised how easy and quick it is to set up a POS in one of those (unless you are a tool and keep your freighter vulnerable). Besides, what you are asking for is essentially a freighter load sized ship with a t1 hauler price tag. |

I only mentioned 2 ships, and you cant do it all at once since you have anchor and onlining timers so using a cloaky and a t1 hauler is in no way a limiting factor. You can just as well do it all with a cloaky but pos mods are cheap and take a lot of space, therefore t1 hauler...
What is your counter to this?

What about WH space. Where in lower class wormholes an Orca is the biggest ship that can get through. Also OP said in his original post " something that isnt as expensive as say an orca".

I say we just use "Push Button, deploy PoS" mechanics with this. Fly into position and hit the fancy go button and watch all the cargo eject out to exact distance and deploy immediately, with the control tower below you. Would be awesome. 
I do question your separate bay for a Control tower aside from this though.

T1 doesn't have to mean cheap. The Noctis, for example, retails for around 70 mil in hisec. T1 just means it won't have T2 resistances or built in +2 warp strength or anything fancy like that.
As for concerns that this would be a T1 subcap freighter... that's why it's divided up into special bays. Even if you could add all of them together, the total cargo space would still be less than an orca when SMA and Fleet hangars are taken into account.
I see this thing having a cloaking device to wait while towers online and a mwd to fly out and put ammo in guns. Nothing you couldn't put on a regular T1 hauler.

Perhaps there is no need for a "control tower bay", but control towers are the only truly essential part of a POS so it makes sense that a ship designed specifically to deploy POSs would have one.
