there are no "builds" in eve. And there arent really any Paths either. Depending on HOW you want to pirate, you can choose your "path" that way. Id suggest joining a corp to learn eve first, then join a pirate corp and learn how to pirate. In the mean time, work on the basics. Engineering 5, gunnery or missile skills, etc. Good luck!

You will probably want:
Electronics/Mechanic/Engineering/Navigation 4
Evasive Manouvering at 3 or 4
Afterburner 4
Acceleration Control at least 1
Racial frigate/small racial gun 4, and some other gunnery skills at 3 or 4.
That's pretty much the basic basics. Hull upgrades will help against targets that aren't completely defenceless, and you will want repair systems to fix armour damage. But the above should let you zap mining cruisers and the odd industrial picking up cargo at a belt.

Sure. Try applying to School of Hard Knocks and somebody should be willing to show you the ropes.
MWD is required, and you should get your basic learning skills up to at least 4. That will cut down a lot of your skill time in the long run.

Well getting a few good fulleride shards and the boots of infinity help alot.
But as these are only availible at level 74 and you have to kill a triple up immortal Raven in the aubenall forest for them your best bet would be to check escrow for a the fuzzy dice of RRRR. Dont be fooled by scams though, make sure that there are in fact 4 Rs in the name. (You have been warned).
Chainmail or at least titanium armor hardeners also help. Oh yeah and as a pirate your gonna be in lowsec alot so watch out for Dragons....I dont even want to get started on those. Good Luck
