1.) What skills/modules reduce the amunt of time it takes you to lock a target?
2.) Is the only way to get a fraction ship to blow one up and it drop a bpc or do agents still hand them out after enough reward points?
3.) Are all implants dropped or can you get them as agent rewards? And what about the fraction implants (specifically the slave implants)?

2) agents hand them out.
3) as far as i know yes. for faction implants you'll have to run mission for the non-empire factions, usually in 0.0

2) Faction ship BPC's are offered as agent rewards for I beleive 15000lp's ( it's up round that figure anyway)
3) Implants are offered as Agent rewards and drop in missions (but rarely)

1 - is answered
2 - it's faction ship ( a fraction ship sounds trippy though) and yes, only as drops in deadspace instanced complexes, or bought off people who got them that way. *edit* and as agent offers. i am a retard, apologies */edit*
3 - you can get implants as agent offers i think, but fraction implants (slave, and so on) are only drops i tihnk. though i've never used a non-empire agent
