I'm new to this(just been doing missions) and trying to figure out the best way to find NPC rats to kill, do I just sit at a belt and wait for spawns?

Go to lower security, roam around belts killing all npcs, find a system with lots of belts and no one else there

Troll around some systems that are as low sec status as you can handle and find whichever one you like. .8-.5 you find frigs. Occasionally you'll find an elite leader type frig spawns, 100k bounty.
<.4 you get into cruiser spawns.
I don't know about cruiser spawns after RMR. Someone told me they are messed up, and if anything is messed up I don't touch it in case it makes you lose a ship but normally crusier spawns have some frig rats around them. Cruisers go like 100k up. Easy enough to do in a cruiser with your skills trained. Only downside being player rats gate camping, but w/e.
No idea about BS Spawns solo. I've only fought BS in gang. Since I'm solo a lot, I don't know very much about the RMR BS spawns.
but, you might make more ISK in missions. Bonus and loyalty points, plus loot and bounties.. always nice. I have usually found better loot off belt rats though, except for end-guys and structures in missions.. those can drop some phat loots.
You might try complexes also if you can figure them out and manage to get by the entire camping for hours thing. Cruiser/frig complexes are incredibly fun (if you can get into one), and at the end there is usually a nice prize if you blow up a main building or w/e, a module or whatever else that usually sells for millions of ISK.

Edit: Start in 0.7 to practice then move down to 0.5, finally when you have found your feet go to 0.4 get killed by player pirates, repeat until you figure out how to avoid player pirates. Test what stuff your ship can handle or go with corp mates. for saftey.
Im assuming your a complete noob ofc so dont go to 0.4 unless your ready or want to experiment. Cruisers can handle low sec spawns.
QFT
..and dont jump into tannolen when vel is around

I'm a 6mil SP character, 2mil in gunnery so I'm not a powerless lowbie. Currently I've been roaming around .2 but only spawns I seem to find are like 3 20k frigs which is *bleh*. So basicly I should just keep at what I'm doing, which is flying around belts blowing up whatever spawns I see, maybe I'll move down to .1.

Other 0.2 system has better spawns usually. My hunting grond occasionaly spawn BattleCruiser.
Go to 0.0 to fight Battleships. --------- Need to find something in the forum? Use Eve-Search!

I rat in 0.4 quite alot, and most of my spawns are 65-85k. I think you should try another system...

with 6mil PS, and a battlecruiser, you could easily rat in 0.1-0.4. remember to try and find quiet systems, get a set of instas and if a mean and nasty piewat is on local who you can't (or don't want to) fight, move into another system.
avoid heavily pirated systems like rancer/egghelende

With 6mil SP you can't be that new....
Anyway like others have said try finding diffeent systems, I reguarly visit a pair of low traffic 0.4 systems with 65k+ spawns in.
