Hi, new player and big noob here. I've been playing about 3 weeks, just bought myself a shiny new Tempest and am wondering how to best fit this sucker for running level 3 missions.
Being a huge noobasaurus, I have no access to Type 2 stuff and it will be a day or two before I can fit any large projectile turrets. I also have a Hurricane which I've heard is decent for lvl 3 missions, but I seem to get rocked.
Fitting I use on the Hurricane is:

First of all, do not use a Battleship for L3 missions.

When starting to play, use frigates and destroyers for L1 missions, destroyers and cruisers for L2 missions, battlecruisers for L3 missions and Battleships for L4 missions.
Battleships perform sub-optimally in L3s because they cannot apply damage well to smaller targets, and there are a lot of smaller targets there. |

Because it takes considerably longer in a battleship and it's more expensive for ammo costs.
Looking over your fit, this is what I see:

First off, your guns. Ideally, they need to be of the same type, not just class. Since you are clearly having powergrid issues, I would scale down to 650mm Arties and use the max you can have which is six, with the remaining highslot reserved for whatever missile launcher you can use. Always use the most bonused weapons you can. The is especially true of the Hurricane because it has two damage bonuses to projectile guns, so making sure that you can fit the max number of projectile guns is especially vital for a successful Hurricane fit.
Second, your midslots: For PVE, I would probably remove the MWD and replace it with an afterburner. I would also remove the Medium Electrochemical Cap Booster and replace it with either a racial specific shield hardener or another Large Shield extender. Also, you could instead use two shield resist modes. One thing about mission rats is that, depending on which pirate group they are, they will only do certain types of damage. For example, Blood Raider pirates will do EM/Thermal damage, so instead of using one adaptive invulnerability field, you could go with Thermal and EM fields and survive longer.
Now for your low slots: Hopefully by downgrading the guns and MWD, you should have some extra power available which might allow you to remove the Reactor Control Unit and trade that out for a Damage Control Unit. The Shield Power Relays aren't going to be much help so you might do better by replacing them with two more gyrostabilizers and Tracking Enhancers. The big thing however it you make sure you make room in your lows for a Damage Control Unit.
Your Rigs also need to be replaced. The Field Purger won't benefit you as much as a Field Extender Rig (especially if you are using two Large Shield Extenders), and you should also think about using an Anti-EM Field Reinforcer because of the EM hole in your shields. The Charge Economizer also isn't much of a benefit for you and you might be better off with either another Field extender rig, an Anti-Thermal Reinforcer Rig, or a Projectile damage rig.
Another thing I would suggest would be using a Cyclone over a Hurricane. The Cyclone is a stronger shield platform than the Hurricane, and if you have decent missile skills, the Cyclone still does a considerable amount of damage. |

I agree with most of what Orakkus said, except that keeping the Shield Power Relays and the Field Purger, and swapping the Charge Economizer for another Field Purger could give you a pretty strong passive tank. Ideally, if stepping the guns down to 650s lets you drop the ACR, a third Field Purger would be even better. Step the missile launcher down to get there if you have to, as it's a very small portion of your damage.
Before you think about stepping into that battleship, you need to bring your skills up a bit. Start working on stepping up to T2 modules, starting with tank (defensive modules... shield hardeners, extenders, SPRs, Damage Control, etc.). Note that this doesn't apply to rigs... T2 rigs are far more expensive than they're worth for you right now. Also check out the Core Competency certificate. Get to Basic level in the near future, and I usually recommend people get to Standard before they fly a Battleship. |

Zor'katar has a good point about your skills. Train up your Tech 2 guns and don't forget support skills like Weapon Upgrades and Advanced Weapon upgrades. These are worth the time to put in them because it allows you to fit more powerful weapons and less dependent on powergrid and CPU mods. There are quite a few more support skills to consider like Engineering, Electronics, etc. Most of these you'll want to get to level five.
Oh, and as far as when you finally get to run level 4 missions.. you'll probably want to stick with either the Typhoon, a armor tanking, missile thrower with drones, or the Maelstrom, which has a great shield tank (like the Cyclone) and can fit eight projectile weapons. |

You change hardeners according to the mission profile you are currently running. Use this to determine enemy npc damage types. You also change the missile type you are firing according to the above.
You can alternatively go for heavy missile launchers if you want to range tank, they do less applied damage but shoot further. Of course, get your launchers to T2 as soon as possible, and also try to focus on shield tanking and fitting skills. |

I'm going from memory here, so it may be a bit off.
High slots:
5x Heavy Missile Launchers 2x Best Projectile weapons you can fit after you fit everything else.
Medium Slots: 1x X-Large Shield Booster 1x Medium Cap Booster 2x Racial Shield Resistors 1x Afterburner
Low Slots: 2x Ballistic Control Systems 1x Damage Control 2x (Utility Mods like Reactor Control Units and CPU Upgrades
Rigs: 1x Missile Damage Rig 2x Shield Resist rigs (Preferably EM and Thermal).
Some might disagree with this configuration, but considering your skill, this should give you considerable play in how to fit it. |

Cyclone or Hurricane are both very capable L3 mission boats, if you have equal projectile and missile skills, I'd recommend the Cyclone as it has better range and selectable damage type. It's also easier to pilot than the Hurricane, pretty much lock stuff up, click F1 and use your tank when your shields get low.
If you continue on the missile path you can later upgrade to a Typhoon which is an excellent L4 mission runner as well. |

Minmatars use GUNS, smoking barrels and all that, leave missiles for the caldari scum. Here is basic T1 fitted artyhurricane against Angel Cartel, swap hardeners for thermal+kinetic against Serpentis. This fits and is stable with terrible skills if you dont run the afterburner all the time. And if you dont have Eve Fitting Tool (EFT) get it and import your char and mess around with different builds.

Choose either missiles or turrets. It takes a 5 month training to have one of the weapon types at high efficiency. Focus is your friend. Train a month of drone skills: warrior II drones and the support skills at IV.
Train a full t2 fitting for whatever battleship you want.
After this you are ready to run the missions efficiently. You can branch out and do them in a 4 month old Dominix using t2 sentries, but focus is always good. |
