In the age of the pirates.....there were pirate havens...etc...where many commodities needed were overpriced and such.Also..then as in rl today..and as should be in Eve...criminality and outlawry would effect who and where you could buy goods from..and usually at a premium.
What I propose are a few things...
The Pirate havens are..I suppose..in a way covered by Cartel bases,Gurista hideouts etc...but possibly add in a few independent stations in Low sec etc..for use as havens by the more piratical...sort of like an Eve Port Royal etc.
I know sec rating effects ability to travel in high sec once it goes below a set mark(-5.0)..I believe..but shouldn't low sec ratings also have a market effect..i.e..unless buying items from escrow..or mission running/looting hapless marks..perhaps the security rating should be related to the cost of items from the markets(Negative only)...
i.e Have prices increased directly related to security rating in the negative...a -2.0 pays 2x cost...-5.0 pays 5x etc. Now I know some will complain about this..but...firstly it would probably make roleplaying a true pirate more like it should be...having to loot or do backstreet deals with less reputablre corps etc.It would make pirates behave more as a brotherhood/sisterhood...and make the uber-rich ones have to think a bit more about how they spend their money.
In the age of pirates..circa 17th Century..only a few of the captains could afford what would equate to battleships in eve..most would be in cruisers or frigates(or comparitively sized ships)..and making a low sec pay more for all market goods would possibly mean there'd be less sniping bs pirates..and more in smaller but well rigged ships...
Could also haveit that low sec would have to pay insurance costs based on above..i mean what reputable company would insure siuch a persons ship?and the same for clones..?
The option could also be applied to low sec persons selling goods....i.e lower prices direct to market(more reliance on escrow)and the possibility of a better development of a player based and managed black market...and profiteering racket etc.
To sum up..this could enhance rp options in the game..act as a money sink for the rich who turn to piracy...encourage more co-operation between pirate organisations...and also between such and less reputable or honourable corps...i.e ones willing to trade with them etc. And could encourage a better use of a black market economy than is currently offered in the game by escrow.
POf course..alts would be a problem still...as they are now..but I'm sure CCP are working on some sort of way of combatting alt useage by very low sec people..as in a way it's an exploit to just have them trade/escrow things back and forth.
There has to be a price paid for criminality and I think this could at least be an avenue of discussion on a possible route.

There already has been. All the things silly carebears have got have made professional pirating already virtually impossible. There is practically no piratism in the game anymore. Ask the old players about that to hear.

This already happens in 0.0 and the like. And outpost or alliance-controlled station will almost certianly prevent low sec players or known pirate corps from docking at all, or at minimum, paying a premium based on ranking.
So I would say this already exists, just not in Empire, which is good.

Ever been to a 0.0 station? Most items are sold at 2-3x market price. I've seen shuttles for over 250k. (Don't get any ideas though, your unhappily gouged customers might be waiting outside the station) Items in 0.0 are much more costly because of the lack of 0.0 carebears, and the difficult of maintaining a valid 0.0 market. Minerals prices fluctate wildly, along with supply and demand.
