HI, is possible to use Ship maintainence Array belonging o X corp, while I am in Y corp and I can fly to Pos(I have password) ??
ANd if not is possible to anchor my own ship array (Y corp) in POS which belongs to X Corp (I have shield password).

If you are in the same alliance, yes, provided they have the shipyard set to allow alliance usage. Otherwise no.
You can not anchor something at someone elses POS.

Well yes, it should work but be aware the Hanger array does not due to it being in a corp one.

Same question for the hangar.
Does being in an alliance change something? Can/Could I decide who has acces who hasn't? Will the POS belong to the alliance, corp or me?

every single structure in a pos can be given access to , online, offline, take, use, for either the people in the corp with the starbase role, all corporation members, or all members of the alliance.
just bear in mind.. if you give alliance access.. the ships can be stolen etc. best set up a 2nd ship maintainance array, and give it access to the alliance can use it.. and store ships in it at your own risk

Incorrect.
Use: Alliance.
View: Corp
Take: Corp
will do the restriction quite adequately.

You can give anyone you want access to a hanger aray and if they aren't in your corp it won't be worth a hill of beans. All the divisional tab access rights are granted by roles/titles in your corp, since an alliance member won't have these rights, they can't access the hangers.
