Hello Folks'
My corp is having a frig tourney and although it is some harmless combat practice and tutilage from our mighty leader, I wanna win  Can you help me out with a good setup for pvp I will be flying any caldari T1 frig against anyother race T1 frig

Kestrel with AB/MWD and 4 rocket launchers. Fit a damage mod and whatever else you can in other slots. Carry all four rocket types with you, and you can switch out depending on the weakness of what you're facing.
AB/MWD in and orbit at 5000km and pummel with the rockets. Should die pretty quickly.

Or, if youre allowed. Merlin with mids full of ECM.

if there is no warp out. ECM merlin would be good. 2 rockets and 2 nos should give you plenty of cap might take a while to kill stuff tho.

Who is your mighty leader? Out of interest :)
I recommend rocket spamming Kestrel, probably the best ease of use vs powerful setup frigate around.

Only let down of the rocket spamming kessie, is that you have to get into range.
Be sure to pack overdrives (dont use nanos they weaken your already weak structure, and you may have to rely on it to win :)), and an AB (named, tech 2 will drain your cap in seconds) fit hardner/s if you can (cant remember slot loadout of a kessie at the mo) and then spam with kinetic rockets. You might want to consider packing a nice webber on there actually, helps you to get into that magical 5000mtr range.

In case he wants to know(and i want to know), what ship is the best counter to the rocket spamming kessie?
I also have a frig tourny coming up and i am training small energys to 5 and amarr frig to 5, but not sure if my punisher will hold up to the kessie even with its +25% resist a frig 5.

I've had luck with my Tristan.
I use 2 Rockets, 2 NOS
Web, Scram, MWD
2 Plate and the last armor rep.
I know this is a goofy setup since there isn't a bonus to rockets but that is where my skills are and I like the ship.
Me and a Kessie friend were able to kill a Crusader with T2 gear with this setup.

I managed to get the motherload of a tank in a rocket kessie for a fight too, worked really well
4x named rocket launchers
1x medium c5-l shield booster
1x shield boost amp
1x small cap injecter
2x overdrive injectors (I think, might have been a mapc in one)
bumps up 1/3 of you shield in a single cycle and with the injector you can sustain at least 6 or 7 cycles before you have to stop for the charges to reaload

highs2xsmall nos 2x dul light pulse
meds:ab web,anything
lows:2 small reps 2 cap relays
can tank any frig ingame for ever just as long as u nos it.and till its cap drops

I might try out both the kessie and the merlin and see how I get on
