Currently, I have a Carcal and am training missile skills. Meanwhile, I am wondering--should I get a Ferox, or should I wait until I have enough ISK to buy a Scorpion? How good are Battlecruisers for ratting/mission runs compared to battleships? --------------

Train BC 2 (very fast to train) and get a Ferox to tide you over to your BS. It will let you do missions and rat a lot better than your Caracal.

A Caracal should see you through L2 missions with a bit of care. When you want to try L3, a Ferox will give you sufficient tanking ability against the cruisers. Just be sure to search/ask for a good setup before you go flying into L3's, or you'll find that large shield diminishes quite rapidly. 
(and on a couple of missions, it'll diminish quickly even with a good setup; you need to play a little more tactically there, with warps and aggro control)

why skip the BC skill? you only need Spaceship command IV to train it. Its not a race specific skill so once you got it, you only need the relevant cruiser skill to fy your races BC.
not only that, a friend of mine took the time to train up to BC level 5 and he can take on double BS spawns out in 0.0 in his prophecy 
He does have to be a touch careful but he can happily rat with it.
tbh it wont take you long to train it and in the Ferox you have a very capable BC.

if ur training missiles i would stick with a caracal, as long as you can do lvl 3 mish in this you should be fine.
Ferox isnt the best missile boat tho many people use it this way ---

you can take dual bs spawn in 0.0 with an af or cruiser; wit hsoso skill (cruiser lvl 3 anyone ? :p ) No need of bc nore bs.
But for mission its an other story, cruiser you can forget, in an af its ok but take a while, well bc here shine.(for lvl 3 ones)

I would highly recommend getting BC, perfect for lv3 missions. Havent gone to BS yet (even though ive got gall BS trained to 2 already) i figure they are overkill for a lv3.

Yeah BSs are overkill for level 3s, and it's the better way to get bored even faster (without beeing that much more efficient at killing anyway). Ferox with BC skill at 3+, heavy missiles + small turrets (for frigs, with drone help), and a good passive shield tank, and you'll be set to breeze through level 3s . ===== !!! one thing I didn't hear mentioned is the cost differance between a ferox and either the scorpion or the raven. You can pick up a ferox for around 25mil the raven is closer to the 120mil cost range. If your running poor skills (less then 5 mil dedicated to tanking/gunnery or missiles/ship skills) you are better off using a ship that is cheaper to replace and insure.
I am running a ferox at the moment, but in the last 2 weeks I have leveled up my sheild tanking and cap skills making the ship much more survivable. Over the next few weeks I'll be leveling up my missile skills to be more effective.
Over all it's a good intermediate ship to fly and makes a good support ship if you want to run some of the command modules as well.

Personaly i jumped to scorp but regretted it and got a ferox afterwards. Get some fitting and shield skills. Put in a large extender(named), 2xhardner(rat specific) and a small or med shieldbooster. in low some power diagnostic systems and damage mods. You can fiddle around a bit with this setup between passive and active tank. Choose what you like best. You can use the ferox as a missle boat np.
I flew my ferox in this hybrid setup with bc at lvl 3 and could tank all lvl 3 missions without any trouble. This was pre rmr. It should work even better now!

You can also mount warfare link modules on BCs and win friends rather quickly.
