I have started to do a few Amarr Cosmos missions. There seems to be no rhyme or reason to who I can talk to and who I cannot.
There are 2 courier Agents in Jakri, both next to each other, and supposdetly of same level and QL, yet one will talk to me and the other one wont.
I have been assigned a mission by Odan Poun to obtain Nossa Farad's voucher, no doubt after completeing her mission sequence. She won't talk to me. I have 4.9 effective standing so perhaps even its a L3Q0 agent, I need 5.0 standing or someting.
Finally, I go for my for my best faction, hoping that will give some missiosn that will push me over 5.0 if that is indeed the problem.
Thumnal Ebotiz of Amarr Certified News Intelligence with whom I have a 7.0 effective standing and is supposetly a L3 Q0 agent tells me to come back later.
Now just prior to this I completed a mission sequence which resulted in a Holoreel that I was to give to the Amarr certified news agent.
What is going on here? Is there some other dependancey besides faction and prerequisite missions that prevents me from accepting? Are there a minimum number of active missions that pilots can be running? Should I try them right after downtime?
I enjoy the interesting and challenging missions that COSMOS has offered so far, but is it really intended that we be in the dark as to what we need to talk to an angent?
I have 7 days to find out how to unlock Nossa Farad before 2 Cosmos mission arcs I will be permantly locked out of. Any information on what might be going on would be extremely helpful.
Other agents with lower standings will talk to me.

I had the same problems. I found out that when it's a pair of agents you need to finish the one to talk to the other, even if he doesn't ask for something specific (or it was the standing increase, I can't tell). Anyway, I have done the pair you talk about. From what I see from my logs, the only agent I have done before them, was Kofur Karveran in Jakri and I had around 5 faction standing. Finish all the agents that are available to you, even lower lvl and it should unlock.

Hi, I encountered similar problems. Would be very grateful to know to which agent I got to talk in order to get blood reel for Ebotiz?

I had the exact same problem with Nossa Farad , I had to resort to petition , the GM forced her to talk to me so I could make that mission chain.

thanks a lot for reply about Ebotiz agent. I spoke to Dakumon Hetras agent in Munory. He gave me hint to look for forsaken fortress in Koona and to retrieve from blood cultists there blood fund. I tried, went to slope gates in Koona and went up to Fundamentalist gates further. However, did not find any blood fund in Cultist wrecks in Amber chamber... Maybe someone did that mission and can give some tips? Eternally grateful Shadeforce.
By the way, there is a trick - you can enter these gates only with cruizer, and then you meet there 3 angel cruizers, they deal quite different dmg from blood raiders and it is very difficult to survive with Vexor or Thorax, because I fitted them with EM and Therm hardeners. But besides Blood raiders you get in contact with quite nasty angel cruizers and without T2 hardeners, t2 medium rep 2, and drone skills (preferably t2 infiltrator or hammerheads) it is hard to get through. Question is - what npc hold this gd blood fund?

I'm pretty sure the blood thing is in a building. Destroy the building and fetch it from the wreckage or it may still pop out in a can as a couple of other cosmos missions have for me.

it¦s a bunker in the second stage when i remember correct ... have done it a year ago, simply add structures to overview or have a look around the main structure at that stage

The blood fund is in a structure called the "blood kernal". It's in the second or third stage of that complex.
