Some cargo cans appear red what does this mean please ?

It means it's owned by another player and if you open and take stuff from it they can shoot you.

They belong to someone else so if you take anything from them you will be flagged as a thief and they can shoot you without CONCORD responding for a period of 15 minutes.

Kill Rights is a seperate system that gets triggered if someone destroys your ship. You have one month to destroy their ship. Can flagging is only a 15 minute flag where they, and their corp can attack you without triggering CONCORD.

No. Flagging and kill rights are two totally differnt things.
Kill Rights are awarded to you if a player illgally attacks and destroys your ship but ONLY if you do not fire back.

So if theres a can(s) in a belt and theres no one around (and I dont think they are comming back) then I just need to keep a low profile for 15 mins, and after that they can do squat ?
will concord interveine if I'm theif flagged ?

YES, they could get revenge later or put a bounty on u i assume... concord wont interveine unless you attack someone w/o reason..

Be carefull tho, for that 15 minutes you will be flagged and flash red towards the owner of the can, their gang and their whole corp (not including newbie corp)
you can kill a pod and get the bounty in high sec but you'll have to kill it quick or concord will whoop ya since only the theifs ship is flagged, not his pod.

You might wanna keep an eye on Local when doing this. There is the possibility that the owner is cloaked and waiting nearby, for someone to do just that. Unlikely that people would set traps in a belt, they tend to use gates more often, but keep an eye out all the same.

you can do the cloak-hiding trick and then open up with long range sniping too ;)

I don't like some of the strategies that have popped up since this latest patch. Baiting someone to get in their can and then shooting them.
It causes exessive can spam near gates. Someone put like 1500 widowmakers in a can by a gate. I was almost tempted to snatch them though.....There was only one person in the system and he had skills that were lacking mine. Plus I had GREAT instas for the system if I needed them. But, my knowledge of the new way it works was lacking. So I went on my way.
If someone blows up a can of another....will you still be labled as a can theif?
