Here is a test to see if the word is offensive.

Got out to your local town center and walk up to the first group of males you see.

Call them all fags and by their reaction you will find if the term is offensive.

You can be arrested in the UK for calling people names which can be deemed homophobic.

This can can come under the The Public Order Act.

The Public Order Act makes certain things an offense such as harassment and causing hatred and unrest which can lead to violence etc.
