There's NO need to use your own ship/weapons to do your killing... Make the STUPID EVE Police Force (if you can call 'em that) do your killing for you... Here's how :
Equip the following in the smallest least expensive ship you can :
* Webber (reduces target's ship speed by 75%) * Warp Scrambler * Passive Targeter * Nostafaru (drains energy cap from target)
The Technique:
* Use Passive Targeter to get a weapons lock on your victim - this can be done from a long way off however this can be jammed * Get within 13k and turn on Nostafaru to begin draining energy cap from your victim * Get within 10k and turn on webber * Get within 7.5k and turn on warp scrambler
All this will bug the crap out of your victim but NOT cause the police to bother you... wait for your victim to begin shooting at you and then BLAMO the Police warp in and kill your victim.
If anyone needs to buy this stuff I can sell these items as a kit for one low price of 1m isk or you can simply hunt pirates in 0.8-0.5 sectors to get this stuff for free.

This sort of thing will ruin the game and won't be stopped until the silly game developers give things one can jettison into space some sense of "ownership". If items that were jettison'd from a killed ship were "owned" by the player who was piloting the ship people would refrain from using PVP to obtain items they are too lazy to earn the money to buy. As it is... EVE loves the lawless. Me thinks it is high time to join the ranks of the lawless and use this technique to obtain vaulable items since the cops have a good amount of fire-power, all they lack are the hapless victims that need to kill on MY behalf.

Did you bother to try it out before posting? You'll get raped (sorry) by CONCORD before have the time to start the neutralizers.

I have 2 accounts and have been able to use the Webber and Warp Scramble with NO problems from Concord Cops... there was one time when I had these debuffs enabled on my 2nd account while I was trying to dock and I wasn't allows to dock while I had these debuffs enabled on my 2nd account's ship. I cannot see why this would be allowed when tried on my corp-mate's 2nd account's ship... I will be trying this out tonight on some poor unsuspecting soul using an alt-char just to see if this works...

I dont have a problem with the techniques he uses. They seem to be of use since all we do is mine and mine untill our brains blow. Sounds fun. I dont like carebears and people who support them. Carebears are USUALLY people who dont want fighting and who dont want to get blown up but the temp the inevidable by going into low sec places and causing little troubles and if they blow up the go complain to the GMs about their loss after they new what would happen in the long run. This type of player is really sickening to me and people like this should be banned because of their lies to get back ships they themsleves wanted to lose.

The problem I have is with players who are obviously using their noob alts to wreak havoc such as stealing ore or otherwise harassing people who, like me, just want to mine and earn money to play with ships and things. I did this myself last night as a test; I made a new alt who got some useful skills but not too many skills and I managed to steal some ore just to see what people would do about it... so I stole some ore, got a cheap thrill and neither of the 2 players who were in the area mining did anything about it cuz as we all know there's nothing anybody can do about stopping ore thieves. Not even the silly game devs are willing to do anything to stop ore thieves - the HUGE password's cans are still bugged and no fixes have been pushed for this. Personally, not to rant much, I cannot understand why the generic jettison cans cannot get passwords - I mean who cares if a jettison'd item cannot be taken by any player in the area... It is pretty obvious to me that CCP wanted to make sure there was ample incentives for players to run around making trouble since there are no useful countermeasures any honest player can use to keep thieving players from thieving. Also CCP has been dragging their feet in terms of creating anything that may be useful in locking ore thieves out of ore being mined. Sure HUGE cans are kinda neat but let's face it even 4000 cubic meters ain't enough - any cruiser miner can fill 4000 cubic meters in a very short time - too short to make using this "secure" technique useful let alone "fun", dare I say... Whew, now I feel much better about things... I now have a cheap throw-away Frigate with 2 missiles I can use to kill wayward noobs who want to come too near my ore cans. I really want to find out how much of a negative secure rating my Agent can help me remove and how often so killing some noob who comes too near my ore cans in 0.8 space might help me figure this out - any takers ?

You really should keep better informed. Using Cap drains, webifiers, scramblers, or dampeners is now an act of agression and the cops will come after you. You might as well use those tachyons.  Take what ya kin... Gives nothin back!!!

When was the last time you tried this?
Webifiers were not an offensive act until 2-3 patches ago, and ECMs were not an offensive act until the most recent patch.

I have heard of people letting the npc spawns take others out in lower security areas. The two mining ships carry enough ecm's to lock someone down, and target disrupt them. Then let the spawn attack them and kill them. You just have to make sure you are on the opposite end from the spawn and the locked down person is in between you and the spawn. You don't get the security hit for blowing the ship up. You do however get a small hit for the use of the lockdown equipment. SNIGG is now officially open for business.
