I don't have much experience with this. I'm old school. I always used a Raven or Apoc for NPCing. I want to try new things. I'd like a Vagabond for it but I can't imagine I have the patience to wait seven years for one. I can fly Amarr, Caldari and Minmatar AFs. I'm choosing a Harpy for the damage and the natural Kin/Therm shield resistance. Here's my preliminary thinking.
4x T2 Blaster
1x Rocket Launcher
1x AB
1x Web
1x Shield Booster
1x Cap Battery
2x PDU 2
I'm choosing blasters because I need to be able to solo BS rats (possible?). I'm confident I can tank them but I'm not sure I can kill them. I figured blasters would be better than rails if damage is a concern.
Am I way off in even thinking this is possible?

You don't need the cap battery, and you could go for cap rechargers. Drop a pdu and go for a Mag stab II.
At the expensive of the Rocket launcher if you have to.

I haven't done the math in awhile but I always found cap batteries to give you more cap/sec on most frigs. These were in cases where you could fit one that is. I know some experimentation is in order.

You'll only need to tank on approach.
Serpentis frig seems to be bugged and don't web.
Destroyers pop fast as hell.
Cruisers don't have tracking.
You won't need to tank that much, so i'd go damage over tanking for serpentis.

Takes me 3-5 minutes to kill one.
Use neutrons.

I came across a harpy in Cloud ring.
He was using 150mm II rails and was having some troubles killing battleships without taking 3-5 minute per.
I suggested to use Light neutrons II and now he kills them fairly faster.
He has a PDU and a mag stab. Doesn't even have a web.

Aye, I hunt in:
4x 125mm II, 1x Standard II
AB, Target Painter, SB, Cap Recharger or Scrambler JIC
2x Mag Stab II
It kills up to 1.55m serp with not too much problem, haven't ran into anything bigger in it.
Sometimes I swap the Target painter or the charger/scrambler out for a passive EM amp, again JIC I need to be PvP-ready in a hurry.

I use the following for npc'ing:
4x light neutron II
1x gistii ab
1x gistii sb
1x cap recharger II
1x dg or other named sb amp
2x mag field stabe's
This setup is a bit intense on the tank, but I prefer it that way. It'll take down bs's up to about 1.5-1.7 mil bounty before they begin to be able to tank faster than I do damage.

If i fit Blasters should i also fit Tracking disroptors instead of webber..? or that not realy metter when fighting so clos to target..? Also is it worth fitting in high slot Rockets or Nos...how Hapry handling power during this 3 minut fights..?

Is there any use for a web on a blaster harpy? 150s with skills up seem to beable to hit fast close frigs so I can't imagine neutrons have much problem.
Question, which are easier to take down, Serp or guristas?

I like blaster setup better too.
Still having some difficulty with Gurista missle spam though.  Do serps not use missles?
Any recommends against missle spam with blaster setup?
I tried defenders and /shrug . not so much

Harpy is born to kill Serp rats. I don't think any of the frigs fire missiles, and very few cruisers.

The reason I included a webber is that I am not 100% familiar with Serpentis frigs in 0.0. I was afraid that there might be some that can orbit outside my range that I would not be able to get to due to the Harpy being heavy. Do they ALL orbit close?

There are a few who orbit at 8km, a web is very handy to deal with them.
My setup:
3x T2 Neutron Blaster
1x T2 Ion Blaster
1x T2 Rocket Launcher
1x Named 1mn AB
1x Fleeting Web
1x T2 Small Shield Booster (theres really no need for a gistii)
1x Named Cap Recharger (guess theres enough cpu for a t2, but imho they are not worth their price)
2x T2 Magnetic Field Stab
Never lost a harpy to npcs and never found any spawn (including faction spawns) that it couldnt handle.
