um hate to burst your warp bubble, but in a lottery (true lottery) you cannot determine the winnings until you have all of the entries... then you would determine a ratio of 1st 2nd and 3rd places... this sounds like someone trying to win the lottery by having 10k players give 1 million dollars and then only giving back the equivalant of 100 million in prizes.
There is a flaw in you logic.

it is bad enough ccp allows you to BUY a game time card with REAL life cash and then sell it for ISK...
its even worse when a player wants to gather MILLIONS of ISK for 14.95
MILLIONS OF ISK HERE FOR JUST 14.95
Game Time Card or not you just trying to not only buy ISK but do it in a lottery so you dont have to buy but one card.
sounds to me like your expecting to gain millions of ISK for a little (and i mean little) real life cash
im sure they are lining up...

This is called a raffle. It has the exact same properties as an all-pay auction, which people tend to dislike vehemently unless it's for a charity event or similar. Good luck to you in your endeavor, now you know its name.

Reminds me of a joke I heard:
A man buys a horse from a farmer for 500$. But before the man can pick up the horse it dies. The farmer apologizes because he's spent the money already and can't pay the man back.
The man says, "That's alright, but I want the horse."
The farmer, puzzled, says, "But its dead?"
The man takes it anyway. A week later the farmer runs into the man again. Curious, the farmer asks what the man did with the horse.
The man replies, "I made $1990 off of it."
"HOW?!" the farmer asks.
"Well I held a raffle for a horse at $10 a ticket. 200 people bought tickets. Then I apologized to the winner because the horse had died and gave him his $10 back."

Actually in a lottery you can do exactly like the OP states.
There are however many types of lotteries and usually in the real world there are laws that state that a certain percentage of the money taken in must be put back out in winnings but as EvE ingame isk is not real curreny he is well within his rights to set upp predetermined winnings and then sell tickets.
Have we not already seen lotteries for BS's, HAC's...
This is no different than them however you would be a fool to buy a ticket.

Heh, you're right of course, I was just going from a vague memory of the joke and got the figures wrong.
The concept remains the same... money from a dead horse.
Here's my veiw. It's quite simple... If you win a lottery you win the pot. If you win a raffle you win the prize. That's the reason that lotteries are played for fun and raffles are fundraisers.

Actually lottery only meens that you buy tickets that will give you a chance to win a price. The definition of raffle on the other hand is that its a lottery in wich the prices are goods rather than money :)
Thus the lottery the OP is holding could correctly be described as a lottery or a raffle (as a timecard can be considered goods).

well u have posted it here so u must conduct the lottery in a honest and forthright manner (CCP rules state so - result can be temp bans etc) bit like hte auctions forum.
That said i would wait until the funds are in and redistribute 95% of the total prize pool back as 70% of it as first prize 2nd prize 20% of the total payout and 3rd place as 10% anyway ill take part.
Under my main char of course
