Intergalactic is between galaxies. There is no intergalactic communication in EVE since the Eve gate closed.
If you mean between solar systems, in the galaxy, it is called Interstellar. If you wish to remain in the same solarsystem, it is Interplanetary.

I aim for at least several thousand participants in The Interstellar Lottery every week.
Corporations will donate huge sums of money into the pot, just to be associated with such a large scale event.
Oh, and I will create a new character called 'The Interstellar Lottery', who is the guy you must pay to get your tickets, as i would become one huge pirate magnate if I used my main character.

I doubt BIG is aiming to be small. Saying you will have thousands of participants and hundreds of corps donating just to be part of it is different than actually having them.

I didn't say anything just pointing out one already existed. BIG is a very successful corp and has a good reputation. Thats how they manage to get people to play.
There is a thing called trust. I see no reason along with the other thousands of players to give a new char I know next to nothing about all my hard earned ISK. Trust has to be earned. If you run off with all the ISK who do we approach. BIG cannot afford to pull a scam as they have a lot to lose.
Hopefully that has highlighted your major obstacle that you have to overcome. Get thinking and maybe you'll be as famous as the BIG lottery.
Its not as easy as you think.

I just want to give my view on this - and I think you are right, it isn't easy. It takes a lot of trust to get people to send you money to participate in a game, with no real guarantee.
The first major issue, is that the person throwing this event is not doing so on his main char. I am afraid that this alone will be responsible for a complete lack of success. He needs to get out in the light. Yes, pirates will know that he will be good for a lot of money, but he'll just have to watch his back at all times. I also think TornSoul from BIG is looking twice in the Local channel and at the map, before he gets out of stealth in a .4 system.
Anyway - even if this is not going to be an issue - he still needs to "convince" people that he is not doing this just to run off with the pot. This is why he is unlilky to get thousands of participants in the first round. To aim for 50 or 100 participants in the first few weeks would, and get some corporations to sponsor the prizes would be a good way to build up trust from the community. It also takes time to get "the word" spread. Not everyone reads the forum, and I think the best way to advertise is when the players start to spread the word themself. When they tell their friends, or put a link in their signature.
Ups - did I say link? Another way to reach the players is trough the ingame browser. Build a website with info about how to participate. Put info about number of participants, update it dayly. Put info about the prizes and recent winners. If he takes 5% for himself, it's vital that he's open about it and the players know that 5% will be his profit for organizing such an event.
Bottomline is, that there is a lot of factors to be taken into consideration, and without the reputation of a huge corp in the back, it's hard to build up something that require people to send you money.
Trust me, I have been there myself.
