I know that the higher the relevant attributes are the lower the skill training multiplier is - but what is the minimum attributes that can get a training multiplier of 1?

The rank of a skill, if that's what you mean by the multiplier, is independent of your attributes.

No - i mean the training time multiplier i.e. how long it takes to train a skill.

EDIT: Rank IS the training time multiplier, it refers to the multiplier of skillpoints needed for this skill, to be put into the above formula:)

Just to be very clear about what has already been said - training multiplier is the skills rank.
Frigate is rank 1, it's easy.
Cruiser is rank 2, it's harder
Battle ship is rank 8, you'd have to really want lvl 5 in that :)
You'll notice all the bigger stuff has a higher rank.

I think the info Xar Sar is after is :-
the training time multiplier shown on each skill indicates how long it takes so a skill with training multiplier of 2 takes twice as long as a skill with 1.
I dont know the base time but I think each subsequent level of same skill takes 4 times the length of time the previous level takes ? ( so if snowball juggling lev 2 takes 1 hour then lev 3 will take 4 hours ? lev 4 will take 16 ).
You cannot change the multiplier of a skill , but you can change how long it takes to train . If you look at a skill it shows 2 attributes that affect the training time for that skill eg , willpower and memory . Each attribute point reduces the time by a fixed percentage ( 2% i think ) . So if you have willpower 10 and memory 10 with a skill , juggling snowballs level 3 time of 100hrs , if you raise attributes to willpower 10 memory 11 the training time will reduce 2% 100hrs - 98 hours .
You can raise your attributes by training learning / advanced learning skils or by implants ( or both ).
