That image is clearly just designers' (who don't seem too experienced with the game...) prototype, not a final version. They will give it for review to someone who has better understanding of the game and all the bloat (cpu, some ship images) will be removed.

Why not look at the actual usability and quality of the design? I took the liberty of marking up the bad, good, and ugly of what I see. Certain changes ("CPU" display, bad targeting icons, difficult to parse shield/armor/struct) makes me think that whoever designed this has never actually played Eve extensively, or at least has no clue which UI elements/features are important and used regularly.
Overall, I'm all for "shiny" and "ooh pretty sci-fi" rather than boring spreadsheets in space. However, there is a huge gap between that and a un-compact, inefficient (duplicate info), and incomprehensible UI. This mockup trends more towards the latter in trying to achieve the former.
tl;dr: No. Try again with a better UI.

Desperately needs transparency. I like the removal of the left hand side bar though. As for the corax/manticore/artillery thing, it looks like this is supposed to be a design mockup, not an ingame screen shot. I mean he's autopiloting on grid with hostile players. The selected item view is cool, but I'm worried that its going to be too big for smaller monitors. This view doesn't seem to account for how much information the overview needs to give. Not impressed by it.
That said I wouldn't mind if they implemented modding support for the UI, LUA perhaps.
My biggest gripe is the lack of several hotkeys. And I'd definitely like a smoother drone interface. But I guess the lack of certain hotkeys is to make it harder on botters, just annoying that I have to suffer because of it.

That mockup is not an intended final product. They already said that when presenting it. That's why it is called a mockup. It isn't even close to a functional product.
It wasn't even created by someone who develops the UI. It was created by someone in the art department when asked to make some mockups for visual styles.
It was created to show how the 'blue transparent' style might look in a finished product. It was created to show color and shape schemes, to show how a certain visual style might look when the entire UI is using it. There are more images like that with different color and shape schemes. Within the same set of slides, CCP also showed different early mockups of the radial menu using different shapes for the buttons.
It is NOT designed to show the end result layout. It is NOT designed to show the end result functionality. It is ONLY designed to show the end result visual scheme.
Nothing in that picture (except the radial menu) has gone through the rigorous design, testing, and Q/A phases necessary for something to hit TQ.
The entire purpose of that image along with its siblings was for CCP to decide which visual style they liked best and in which direction to take the general aesthetics of EVE's user interface. This is the one they decided on, and so future developments of the UI will resemble this image in style.
TL;DR
Both the haters and the lovers are correct. You'll get something that looks like this, but you won't get something that's as confusing and impractical as this.
