I've seen these for as high as 27 million, but wondering if that is an anomoly due to low supply in my region of if 20-30mil isk is about right?
I'm new to the game (<month) wondering if there are implants for around a million or less? I have limited funds.

If you're less than a month old, stay away from implants. Train learning skills. Seriously, save up for a cruiser instead, and train up your learning skills (like a +9 permanent implant! :-O)

Implants are good.. mmmmkaaayyy?
Go for a +2 or +3 mem and Int implant. so you can decrease the time needed to learn the other learning skills...

Back to the topic at hand... Does anyone know what a good but realistic Prices are for +1 +2 +3 implants?
I picked up a +1 Perception for 750,000 isk felt it was a reasonable price considering the 27Mil asked for a +3...
I have really a small purvue of the universe, so again any help would be appreciated.

The price order is generally as follows:
Social < Perception < Memory < Willpower < Intelligence
Price spans (in million isk):
+1 Implants: from 00.5 to 03.0
+2 Implants: from 10.0 to 20.0
+3 Implants: from 18.0 to 50.0
+4 Implants: from XX.0 to 150
Look through the prices and price histories of 3-4 regions (with some alts probably) and you'll get a feeling for their prices pretty quick.
Also, implants can be found in escrow. Sometimes very cheap.
Note:
Recently i've frequently seen social basics (+3) for 15mil
And a social standard (+4) for under 40mil (!) 0_0
The rest is moreless stable in price.
