Is there a way to locate a Character in space if there on line as the same time as you?

Yes.
open people and places, click on the drop down menu and select Character or Character ( Exact ). Type in the name an hit enter. In the results window, if you see the person's name you're looking for, right click, click Communicate, then Add to Addressbook.
Then go to the People tab in People and places. If there is a green bar next to the person, they are online.
It's sometimes bugged, in that occasionally everyone in the book will be green, or red, at the same time =)
You can also Add to Adressbook from any point in the interface where you can see their name in a list, such as in the part of the chat channels where all the people in the chat chanel are listed.

If you mean locate as in know where they are, then yes. You need to do agent missions and get a spread of fairly high level ones. You then go to those agents and they can locate players within their range. Not all agents can do this.
This is great if your target is mining or an NPC hunter.  Even better if you also have a sec status dealing agent.

Hi and thanks for the replies. I was thinking more of how to find out where they are in space. We've been having with a small 3 person Corp doing unprovoked attackes on us during mining ops in .9-1.0 security status systems. I lost my ship yesterday to one of them because I had it outfitted for mining instead of combat. I want to find her and dust her ship. I know her name but really don't know how to find out where she is in space so I can hunt her down.

I'm pretty new and failed the last Agen Turrorial so she won't give me any more missions and won't assign a real agent to me.

Hm, I take it you have to visit them personally, and their range isn't all that? So if you have no clue where someone is, it would still take ages to locate them?
I did hardly any of the agent missions, but it might be worth it after all.

Yup, it does take ages - some people do it as a job... I think they're called bounty hunters....

A decent agent will do a region or so, I believe level 4 ones go up to adjacent regions which is actually quite a big area if the agent is in a central location.
So, yes, some legwork is still involved but don't forget you can still search for them even if they've logged out. Also, if you have a list of people rather than just one then the chances of pinpointing a potential target are fairly high.
As to security healing, a level 3 can go from -6 to 0 for 300K ISK. Level 4 is -9 to 0 (not sure about cost as I don't have any 4s personally).

My level 4 can do -8 to 0 in three hits, for 250k a hit. :)
And yes, lvl 4 agents do a region+neighbour region search.
