Skill Description:
Skill at preventing damage from penetrating the shield, including the use of shield hardeners and other advanced shield modules. Reduces the chance of damage penetrating the shield when it falls below 25% by 5% per skill level, with 0% chance at level 5.
Does it mean at lvl 5 your shield will not go below 25%?
Does it mean that your ship will not be destroyed?
Explain please.

Without this skill trained, when your shield falls below 25% damage will start seeping through your shield and hurting your armor. Each level of Tactical Shield Manipulation decreases that 25% figure, down to 0% at level 5. It's a very good skill for shield tankers, so they don't have to worry about taking armor damage as much. ---

Without this skill trained, when your shield falls below 25% damage will start seeping through your shield and hurting your armor. Each level of Tactical Shield Manipulation decreases that 25% figure, down to 0% at level 5. It's a very good skill for shield tankers, so they don't have to worry about taking armor damage as much. ---

When your sheild falls below 25% some of the damage that hits you can pass though it to damage your armour, this skill a level5 stops that leakage from happening.

The only reason you should want this skill is if you are planning on training any skill that has this skill as a pre-req. Anyone who knows game dynamics can easily tell you this is a bad skill for a shield tank that is not going to train skills this is required for. Shield regen rate is cut severely when your shield reaches 0. Any damage that bypasses your shields and hits your armor helps to prevent the complete loss of your shield and inturn keeps your shield regen rate at its normal rate.
Of course, there are many skills that are worth looking into that require this as a pre-req which almost makes it a huge shame for shield tankers. Although, a good shield tanker wont ever notice this skills impact in a fight so its irrelivant when your a ship of the line. Of course the skills that have it as a pre-req will be noticable and make a difference being a ship of the line.
As an armor tanker, this skill is nothing you would ever want simply put. This is obvious due to what I have previously mentioned. The damage that bypasses the shield will hit your tank and leaving your shield at a percentage greater than 0 keeps your shields at a normal regen rate which of course would inturn allow you to tank an extra couple hundred damage during the duration of a fight. Nothing extremely important for a ship of the line - but a couple hundred damage is nothing to laugh at in a heads up match where the outcome of an encounter can be decided on just a single volley.

That mainly applies to passive shield tanking. With active tanking the natural shield recharge rate is of little importance. It's rather annoying when you're far away from a station to keep taking armor damage now and then and having no way of repairing it. Usually you want to keep your armor intact to have it as a buffer for emergency situations.
