Its about time I actually sat down & worked out setups properley... until now its not been top of my list of things to do, so I would appreciate some instruction on how things work.
Say I have a ship with these properties: power output 35mw, cpu output 300tf, capacitor capacity 500energy, recharge time 150sec.
I then add a "Small shield booster II": Fitting - Powergrid usage 3mw, Cpu usage 29tf Activation cost - 20 energy, activation time 2sec.
Does this mean that the shield uses 20 cap energy every 2 seconds, on a ship that recharges all of its 500 capacitor energy every 150 seconds?
(I can't use a fitting tool as im on a work pc).

Pretty much yes. You can make a rough estimate by dividing the cap with recharge rate. But the capacitor recharges faster at about 25% then at 50% or 15%. I usually find out if I have enough cap by shooting at roids

Max cap recharge is (2.4(or 2.5, don't know for sure)*cap)/"recharge time".

Yeah - 2.5 has always seemed a tad too high for me, I go with 2.45
So for the OP: your ship will give you 500*2.45/150 = 8.17 cap/sec.
That shield booster will suck 20/2 = 10 cap/sec, so it's not sustainable.

and iirc is the peak in cap recharge rate at 33% cap.....
the same with shields :)
