In total this would require:
1 additional ship 2 additional modules 1 additional ammo/charge 1 additional deployable
first the ship:
I would call it the Pilot ship, just like the boats that pilot big cruise ships and cargo ships into and out of a harbor. The general idea is to create a ship that can jump at about the same distance as a capital ship, which can still use jumpgates and has the capability to take 1 other ship allong with it in its jump. The pilot would make use of a 'pilot jumpdrive' (-99 percent cpu usage for Pilot Ships) They uses special charges made out of say 1000 units of heavy water and 1000 units of liquid ozone. a single jump would require 1 charge for any jump distance when the ship is on its own, but would need say 50 charges (the entire loadout of the pilot jumpdrive module) to take for example a freighter in its slipstream. these charges would be about 1 million a pop because the are quite expencive to make thus limiting the jumpdrive usage a little. also the jumpdrive has to cool down for 20 minutes after use (minus 2 minutes per sertain skill level)
The ship would needs a special module which acts like a towline (say pilot 'tractorbeam'). The pilot ships needs to lock and fire this beam on its intended target so this ship will be jumped allong trough the wormhole.
Now this all sounds nice and complicated :P But you might think: where does this pilot ship jump to and wouldn't it cause abuse by easily penetrating enemy defenses. I'd say NO... cause the 'pilot's jumpdrive can ONLY lock on to solarsystems which have a sertain beacon (Jump Beacon) at there sun. These beacons should be in every empire solarsystem with a security rating above a sertain level (maybe 0.1 or 0.4). In 0.0 (non empire) there will be no CPU controlled beacons. The Jump beacon (a new anchorable object) can only be placed in a system at the warp-in point of the SUN controlled by a alliance (sovereignity) and can only be jumped to if you have a +9 standing or highter towards that alliance. They can be destoyed by hostile forces so this would be a perfect target for a strike force (still they arn't weak and have strong shields but won't need more than a couple of BS's to take out.)
The pilot ship can not lock onto Cynosural Fields because they are to unstable. Thats why They can only lock on to the more stabile Jump Beacons. Capital ships are to large to lock on to these Beacons so they can't use them. The pilot ship is barge sized with cruiser speeds. has medium armor and shields and normal resistance. (could be a racial ship)
It has 2 highslots (for the jumpdrive and the tractorbeam.) 2 mid- and 2 lowslots. The pilot has a cruiser sized cargo bay, The jump charges it uses arn't very big, say 1m¦ Per Unit. but are still quite expencive. The amount of jump charges needed to jump with another ship being towed would depend on the mass of the towed ship. The amount of charges needed to jump someone allong with you would depend on the other ships mass. the maximum tow weight would be 1,200,000,000 kg which is the weight of the biggest freighter. offcourse pilots can't jump any other capital ship than a freighter with them. the pilot itsself uses 1 charge to jump itself, but in order to tow another ship it would need 1 additional unit per 24.500.000 KG of mass. a freighter would require 50 charges to jump, 49 for the freighter + 1 for the pilot. Jumpdistance doesn't mather since the ship takes a ship in its slipstream. and the requires only 1 unit to create a wormhole BUT would require far greater amounts to keep the wormhole stabile the bigger the ship is its trying to tow allong.
This is the idea of the pilot ship. A pretty usable and stabile way of using jumpdrives for the general masses in EVE. but still a little pricy and it would require a lot of skills to use.

I like this idea..
I would also like to see a massive, ridiculously expensive version of the Pilot ship you are suggesting to move fleets through wormholes. A capital ship sized "Pilot" vessel.. with low offensive capability and the ability to open a wormhole to allow an entire fleet with limits on maximum size of wormhole depending on skill to allow a certain mass or number of ships. In addition it should possibly have weaknesses such as being locked down in operation (unable to warp or move for the duration of the wormhole generation.. etc)

no alliance would contract an outside group of players to move valuable materials. They'd do it all themselves.
