Is there a site out there that provides information on various systems as far as what NPC types can be expected? I've heard that there is. Link please.

At the same time could some explain "comander spawns"? As in how do you get them to spawn.

You have to pray 6 times a day to the spawn god, find a 4 leaf clover and make some lucky tea with it, then run up and down your steet singing 'I am the walrus'.
This increases your chances of getting a commander spawn by 6%.

commander spawn = faction loot
officer spawn = uber loot

I've been told that there is some sorta numerical factor attacted to each system (akin to Security Level)wherein the lower the number the higher the probablity of better spawns, e.g., faction spawns and officer (commander) spawns.
I also believe there is a site out there that provides this information for each system in Eve.
If so, someone here has to have it.

Fluid Orbit Will give you info as to what pirate faction to expect in a system, this combined with the knowledge of what their resists, and attacks are will give you a good idea what to be prepared for, im still working on the formula for what regulates spawn patterns dependant on security, but its safe to say you won't see a BS in a belt in 0.1 or above, with mostly battlecruisers and high end cruisers in 0.1 to 0.3
