Can any one list for me the kind of rats found in what regions of .0 space? Particularly rats weak vs EM and Thermal damage 
- Where can i find rats like these?

You want Sansha and Blood Raiders. Broadly speaking the SW quadrant.

.. indeed, but where can i find them, in 0.0 space.
and out of desire to not die before i get there, if u give me a location dont forget to let me know if theres a hostile alliance claiming it that space, or someone/thing similar.

In .0 space, you'll likely find AFK industrials, freighters, CONCORD, macro miners, and the occasional suicide bombergeddon. You should be prepared with a cargo expander and at least one warp stab before you go hunting there. Civilian gatling railguns work well. Watch out, CONCORD does a lot of damage, but they drop nice loot.
...oh, wait, you're talking about 0.0 space, not 1.0 space? :P

i always thought serpentis were weak against thermal too, but looking around at the databases that are around; like elfartos npc statsit looks like the lowest resitance for serpentis is kinetic... or am i making a stupid mistake? 
btw zyto, guristas are in the north places like germinate, venal and tenal, angels are to the east, sansha to the south and serpentis are to the west in outer ring and syndicate. also pretty much all of 0.0 space is occupied by hostile alliances
