I tried that with my agent, he is a security agent... He didnt give me a T2BPO.

Don't bother. I've been in the lottery for ages with top agents and gotten nothing.
Do some real work, earn some real ISK, and buy yourself the BPO you want
The lottery is a way for other people to get the BPOs you want.
