How come you can stack nosferatus and neutralizers without penalty?

Because they don't modify attributes of the target ship.

Because, as far as I can tell, the stacking penalty affects modules that affect the same property on YOUR ship.
Or because they are considered weaponry. Or are lasers supposed to have a stacking penalty now, too?

hm so due to your logic, guns should also stack with penalty, since shields and armor and hull are also the ship attributes?
Yeah devs did have this idea already, but too few people actually supported it :) imagine if there wouldn't be a point in shooting one target with more than 4 guns :)))

"Capacitor is an attribute."
Capacitor size or recharge time is attribute. Amount of cap stored in it at any given moment is dynamic value, much like amount of hp left (and note there's no stacking penalty when shooting someone)

Are you sure that you want to leave the corporation that you are
currently a member of? If you quit, you will automatically become a
member of one of the starter NPC corporations.
ok.
You have been denied access for the following reason: You can only
quit your corporation when you are docked..
this is my decision, stop screwing around. can you fix this for me?
