Depends if you want short/mid or long range. Anyway best long range would be "Heavy Modulated Energy Beam I", best short/mid would be "Heavy Modulated Pulse Energy Beam I".

depends on what range you want really... and the Heavy Modulated Pulse Energy Beam I is the best medium pulse laser.
For energy weapons at tech level I from worst to best, it goes standard I > Afocal Maser > Modal > Modulated.

YES! The afocal is the low end laser, the modulated the high end.
afocal: 20 energy, 1.96... mod
modulated: 17 energy, 2.25 mod
tracking and optimal range is better on the modulated as well.

The heavy pulse got some boost on chaos, the deal now a good amount more damage/time for less cap in exchange for thier lower range btw, so keep an eye open for the changes.
