I have been looking into covert-op ships, and I am rather confused as to how they work and what you can do with them. Apparently they are mainly used for corp reconnaisance, but what else can they do?
Sex, EVE, and Rock and Roll.

AFAIK, covert ops can be stealthed all time, except if someone get's too close. They can be good to bring a warp point to other ships, scout for your target, get in range, then everyone in your gang can jump there. 
They can be used to spy on a corporation, "study it's habits". 
They are also useful to move highly valuable goods, such as BPO's. 
There is probably tons of ways to use a covert op, and im gonna get one ASAP.  ----

That's pretty much it, they're a recon vessel. Seeing as they can pass through enemy held territory with impunity, they're a valuable asset to a corporation at war. Consider this; your fleet is at a gate waiting to jump in to the next system. On the map you see that there is a large number of active ships in that system. You pop a recon covert ops ship in and he reports back that the other side of the gate is camped by a large enemy force. That covert ops can feed the fleet commander hard data on ship classes and the enemy fleet lay out.

Here's a few options you have with them;
- you can go into new territory and check out the locals, writing down shiptypes, names and Corp. If you do that for a few days you can extract a LOT of important/valuable information from that.
- you can go into new unsafe systems and make safespots and insta BM's without being in danger
- you can scout ahead of your group to check for possible targets/hostiles
- you can locate pilots/groups with probes without being detection much (hoping they don't hop safespots) warp in and slingshot your gang mates
- you can be a forward scout to locate someone in a belt, position yourself behind the target and slingshot your gang mates
- you COULD (If you have a Buzzard) play agressively and actually go solo hunting small stuff
In other words, they're the eyes and ears for any corp/gang/fleet/OP and if done properly one of the most valuable parts of your operations.

So your a?:
PVPer?, then CVOps is usefull to setup positions for your team.
Builder?, then CVOps lets you get that all important blueprint home safely.
Innocent Travveler?, Yup CVOps lets you bypass 99% of the nasty gate camps and evil pirate scum accross the spacelanes.
there are many uses, you just have to find one thats usefull to you.

Covert ops ships can cloak launch scan probes the stealth bombers can shoot cruise missles fronm a distance cvt ops ships are best for 0.0 pvp if you want one

Beware though that launching probes in covert ops demands covert ops skill at lvl5, or else theres to little cpu, so it has to be worth a small month of your time

Not with all race's ships. My Helios mounts a cov ops II cloak and scan probe launcher with the help of some CPUs in the low slots, and that's at cov ops 4.

I can mount one on a Manticore with Cov Ops IV and no CPU mods. It just depends on the ship.
The mods don't have the cajones to touch my sig.

But I assume you're using the Improved Cloaking Device II on the Manticore and not the Covert Ops Cloak II? There's a big CPU need difference.
