I have seen a couple different UI on the screenshots, are these just different countries or are there Modifications for the UI or hud?

The changed the UI a few times over the years. The current one was released for Exodus if I'm correct.

I dont think there are any mods for the UI. I bet they were old screenshots before they changed the UI.

You're correct.
All countries have the exact same version of EVE, and you're not allowed to modify the client in any way.

I think you're talking about the blue radar.
This was horrible and completely useless, and everyone I know turned it off

What the hell is blue radar?
Blue Radar was used extensivlly in Gallente space to locate the nearest strip club.
