The moa, imo is the best cruiser you can buy.
It really depends on if you are NPC hunting or pvp.
As you are not sure how to set up your ship, im thinking you are NPC hunting so here what i would fit.
Low slots= hybrid weapons bonus modules
med slots= 1 warp stabiliser 2 afterburners 1 shield hardener
high slots= 3 250mm rails with uranium ammo 2 missile launchers with heavy missiles
You are looking to keep the NPC pirates at range, so thats why i fit the 2 afterburners, the warp stabiliser has saved me many times when player pirates warp in.
You shouldnt have to worry very much about shields, usually by keping them at range(25k), they cant really hit you hard.
If you are pvp, it really depends on who you are fighting, i would choose shield hardeners over shield rechargers, and would fit antimater ammo. cruise missiles also are good for pvp. and if you are fighting someone with drones prob heavy defender fof missiles would be good.
Its really always about who you fight. Thats the beauty of this game, every battle is different and you never know what your opponent is packing.

Think the guy was just looking for a little assistance, its hard sometimes not really knowing what direction to go in.

3 250mm railguns in highslots. 1 MWD, 1 medium clarity ward shieldbooster, 1 thermal hardener, 1 EM hardener in medium slots. 2 magnetic field stabilizers, 1 RCU, 1 capacitor power relay in low slots.
I don't kill very fast with this setup (around 50 dmg/sec), and with the mwd I don't have very much cap. But at least I'm safe - with the hardeners and the shield booster I don't have to worry about the shields, and the mwd has saved me plenty of times from warp jamming.
For PvP just add some missiles and maybe remove the mwd =)

My old setup (IIRC) High: 4x250mm gauss railguns Med: EM/Thermal hardeners, any medium shieldbooster, MWD (unless you fight close range, it's great for NPC hunting) Low: 3 RCU (to fit all the railguns), 1 cap power relay (20% to cap rechargerate)
With decent skills in electronics, engineering and possibly weapon upgrades you can fit it with no trouble. Add Energy management 3 / Energy systems operation 4 / Controlled bursts 3-4 and you can fire those gauss guns forever with the hardeners running. Even with the MWD equipped (which reduces your cap -> makes your rechargerate worse).

Wow, alot of niec ideas here =] yeah i should sldo try some on my own, i do believe moa's are best crusiers in game so i was just curious =] I'm more on the pvp combat style, yes but i will try others and see how it goes, thx for ur ideas.

Well, first off, the missiles are obviously only as backup if you really **** up. 2:nd, you should be able to fit a 150mm Gauss in the 6:th hi slot as backup if they get in too close. 3:rd, I'd swith those AB and warp core. If you go with 3 or 4 hardeners the pirates shouldn't hurt you.
At least I had no problem farming spawns with 1 50 and 3 30k pirates with my Moa back in the days before I had a battleship.

LMAO. I don't know if that post is serious or a joke. First off, those lasers will drain cap like crazy. Those 4 power diags will not help much. This means you have to use cap boosts. They take cap ammo, which means you'll still have to carry ammo and loose all the advantage of lasers. No shield hardeners means you'll have to stay outside of their missile range, so you'd have to use Radio M. Yea, good for thier shields, but it would take forever to tear down their armor. By not using 250mm rails you'll not use the +5% per level to range, which is a very good bonus on the Moa for NPC hunting.
And then what? A shield recharger? That's a complete waste of slot. Not to mention 1 ECM. That truly makes me lauch.

Ahh, yea, I remember. Yea, we headed to FD-MLJ, where m0o/Sin usually are(as we also did last weekend). And yes, we destroyed at least 3 battleships during saturday, 2 RUS and 1 Sinister, as well as some cruisers. Though we lost a Scorpion too.

We all know that players have many different ideas and that you dont have a wrong and a right!!.
I had no trouble fighting 20k cruisers in my moa!!.
Fitting the afterburners gets me to my destintion alot faster, as we all know the moa is pretty slow.
Also by fitting the afterburners i kept out of range of them and so shield hardeners were not needed. Yeah maybe getting closer is better, but you always have the issue of being warp scrambled.
So dont use my quotes as a "how it shouldnt be done" post, thanks.
this player is probably just starting to fight NPCs, he is hardly going after 50k pirates now is he.
Oh and another thing!! are you mad!! by not fitting a warp stabiliser he will be fair game in a 0.0 sec system in a moa. Like i say, its saved my ass many times.
Plz fit this my friend, as you will most deff be waving goodbye to your ship if you dont.

hehe, I quoted you since I don't agree with your setup. I didn't flame you that bad(at least not compared to the other guy) But yea, it surely works too, though you have to use "low damage ammo" to stay out of missile range. But as already said, "There are no perfect setup". And yes, he's probably not going for the 50k pirates yet. And then he'll probably feel safer with your setup However, that single warp core... NPCs scramble you with strenght 2 from 25km range. So you need 2 warp cores to get away. And there is also a risk that more than 1 NPC scrambles you. Then you'll need 4 or 6 warp core to get away.

i wasnt talking about NPC pirates jamming you, we all know that pc pirates like nothing more than warping into a roid belt and taking you on when you are bizzy with NPC pirates. Thats how i lost my first ship.
Like you say though, you dont have an ideal fitting for any ship, so maybe just dont discount my post because YOU dont think its the rite option. because it was perfect for me and may be great for many more players.
If a pc pirate warps into a belt while you are fighting a NPC and has a +sec rating you prob wont even notice him. Kiss your ship goodbye if he scrambles you, at least with my layout you will live to fight another day, i hope u agree.

close range, works really well.

ah, this is the setup I use, but with 4 cap relays, not that my cap skills are low and call me crazy, but when I can activate everything at the same time and never run out of cap....can beat that 
remember though....npc hunting only.

If u can, put an MWD in there somewhere, but leave it offline when u go hunt. then your cap and shields will be at full strenght and u can still hit the button and get out of there asap. especially if u have a std afterburner on it too.
