Does it happend , you come in a astroid belt and you get target ?
Yes, thats the potental carebaer !!!
Some days ago i was flying with a setup char in Kisogo (Main Char was stuck....). i came in the first belt and got targeted from 4 ships. Well, thats is how the carebaers scared 10.000 noobs away
You think targeted doesnt scare n00bs ? wrong. i was in a system and mining a bit. a n00b jumped in the belt and started a conve. he ask me, if he can stay and if i am a pirate(i had a -.9 for killing idiots targeting in low sec systems). he told me that he was targeted today and he could not understand why. 
feel free to evemail me this carebaers. i will put them on my KFF (Kill For Fun)list.

And how would this be related to carebears? I thought that carebears were the people that whined and wanted to be protected against pirates?

It sounds like they're using aggressive "tactics" which are no usually employed by carebears.
Hell, you could even go so far as to call them pseudo pirates. And I have never really known a carebear pirate.

How i understand carebears they want to protect their ore with this

I have been on Eve for 3 months and have only ever been tartetted in a non -combat from about twice.
Hardly a problem.

asmodia i think it might have something to do with a few of your corp mates being ore thieves.
If u warp in and i saw your corp tag i would lock you and give you a friendly warning btw you might not be soo lucky i know a few corps that have initiated war procedings aginst your corp due to the ore thiefing activity of your members,
hope that you have kicked them out

I think alot of the newbie system ships destroyed are players who target and shoot at one another and dont realize this will bring down Concord. The Eve box instruction book doesnt really say anything about Concord and how many of you honestly visit a website and learn all the rules of a game before diving right in? They are caught shooting and dont even know what is happening. I think we need better directions from CCP or perhaps a new spash screen at signon that people must click ACCEPT outlining the PvP aspects of the game so people know who and who not to attack.

I have been to Kisogo many times, and what I se alot of it to be caused by 3 things:
1)The newbs are not actually targeted, but the yellow warning box comes up because the person has a neg security status.
Newb thinks he is firing at him and fires back, only to be wasted by the player or Concord.
2)Some players get a kick actually targeting newbs and same scenario happens.
3) Ore theif comes in indy and fedup miner shoots indy, only to be wasted by Concord.
