I'm doing the LV4 'enemy abound' mission today and so far I have killed a whole bunch of Gallente Navy Orions as well as a considerable amount of Megas and Domi's.
My only question is why don't they have any bounties since according to the story line they are trespassing Amarr space.
(not to mention the **** loot they drop these days)

Fair enough, only it seams that most of the tags are not worth collecting.

collect tags from BS and bigger cruisers
rename cans after kill of BS or fat cruiser - so you know witch one to pick up.

You ... must ... move ... to ... 0.0. Do ... not ... attempt ... to ... live ... anywhere ... else ... in ... the ... game. It ... is ... forbidden.

All the tags from Enemies Abound together(stage 1 up to 5) are about 60 mil isk.
Not worth collecting? And i'm not counting the Agent rewards and bonus, nor the other loot.

60 million on 5 missions with a whole bunch of battleships?

Not worth collecting? And i'm not counting the Agent rewards and bonus, nor the other loot.
The loot is rubbish, and the missions rewards is meh at best.

Rat bounties are paid by CONCORD.
CONCORD does not condone the destruction of Gallente Navy vessels.

Certain factions buy other certain faction tags:
e.g. Amarr Navy buys Gallante and Minmartar tags, you got to find the corrosponding faction, that will buy your tags.
you might want to have a look at the items description in the Itemdatabase.
eg. look in the NPC-Market tab of the
Minmatar Freedom Fighter Insignia I and you will find, which faction buys them.
Now you go and check where the nearest station of such a faction is.
