I don't get it...
A little background information about myself:
I fly a prophecy fitted with beam weapons (Because i don't have the training for MWDs.) I know it's not an excellent pratting ship but it will have to do. Im currently training up my learning skills and after that i'll be going for assault ship, and then HAC.
My first problem (A big one), is that i can't find any targets! I roam between five different systems more than often -filled- with players. (10 or so) but i never, ever, ever see any of them. My sec rating is 0.0 and Im new to the area and so not a known pirate.
I was told to learn how to use a scanner... I did. Sometimes i find that it doesn't work. The scanner will show nothing and I'll warp to the belt to find some rats. Anyone else have this problem?
Another problem i've had with the scanner is player owned stations. Whenever i scan, i'll get a huge list of ships that aren't even in asteroid belts, but rather on moons that I can't see... always unmanned. How can i tell the piloted ships from the non-piloted ships?
My second problem... WCS. I only have a strength 1 scrambler so that i can scramble at 20kms away. I don't think a 7500km STR 2 scrambler would be worth it on a prophecy even with a MWD... they accelerate far too slowly.
I currently have an afterburner, webifier and a scrambler on my mediums... perhaps I should give up my afterburner for another scrambler? I would be disenclined to give up the webifier as amarr lasers have terrible tracking speed.
Any other additional advice on pratting would also be greatly appreciated. Thank you.

First off Prophecy is a great pirating ship ! 
secondly you roam between 5 systems ? I suggest you roam between a whole region frankly. obviously not a highsec one lol, Aridia , Genesis, Khanid etc are all great places to pirate at the moment with a massive influx of carebears.
Oh and when you say you dont see them ? do you mean you dont fly past them in belts etc ? or are you using your scanner ? (If your not learn how ! Scanner is a pirates best friend)

1. dont use a prophecy 2. use 2x 20km disruptors 3. use a plated arbitrator with 5 medium drones and medium nosferatu 4. the scanner tells u everything within the search radius. Take off things like "cargo containers" and deadspace frigates. I you see people in local, but not on scanner that means two things: either they are docked, or they are out of ur scanner range. Move around the system to locate their general area with scanner. Quick way to scan belts is go to top belt, scan, if nothing shows up go to the next planets belts. 5. dont pirate in a prophecy 6. DONT PIRATE IN A propecy

1st of all... There is not a wrong ship to rat in. Generally i find bc worse cose they arnt that much more powerful than crusers and they are earier to hit. Tho you can get one or two really decent setups.
The big things is learning to find pray and then being able to hold them in place. no matter what u fly 90% of ppl will try and run when they see you. 7.5% will just panic and die 2.5% will fight back.
im my eyes as your the one who is hunting you hold the advantage and there is nothing you cant take down in any ship.
If you wanna see how its done or get some pointers id be happy for you to come along on a corp "Outing"

I tried the other day to pirate, looking for targets in 0.4 or below systems where I wouldnt be competing for pirates. Butttttttttttt..... I gave up and got podded in a system where I knew I would be. What do I care, this is my alt. 
Thanks to those pirates that brought me entertainment, although I would've prefered if you didn't "play with your food."

ahh well i like your style and if you should choose to take on the world give me a yell we would have you in a sec.. its been a gd war and as an foe i respect u but as a joint force in battle noone would stand against us MWA HA HA HA HA HA.....

prophecy is a fine ship to pirate in if you are outfitted correctly, ie named mwd, named warp disruptor, t2 or named pulse lasers etc.
its what i've been using for about a month now, and has brought me nothing but joy.
and bcs are great ships to pvp in! one of my corp mates solos bses on a regular basis with his brutix, its sick

1. Anyone who tells you the prophecy sucks for solo pirating is insane. Ya it's a bit on the slow side, and not agile. But you can take anything but a BS on confidantly in that ship. It's got decent firepower and the tank of a BS if you fit it right. Just steer clear of BS's and some HAC's. Though I've taken one or two of them down in my bc...it's a tough job.
2. If you're concerned about isk- use a maller. It's just a smaller version of the prophecy.
3. 5 systems is WAY too small of a hunting ground. I usually migrate around 20-30 different systems. You're a predator, and you're not going to kill anything if all the prey know exactly where you hangout. You have to change it up, or else if you become sucsessful- you'll be setup in a big trap.
4. the targets you see on scanner that aren't in the belts are either at a POS, missioning, or abondonded ships. Take newb ships off your overview and you'll cut down 99% of the abondonded ships.
5. a ab/mwd, web, and 1 20km scram is fine for the prophecy/maller. If they want to waste their lowslots on WCS and gimp their setup, let them. Your ship is slow, don't sacrifice the speed you need to get in range for 1 stupid jamming point.

Thanks for the advice guys. I think i am going to dumb myself down to a Maller seeing as money isn't exactly flowing for me :)
Here's an example of my noobness:
Today i came across a cargo can of a known miner in the system. Within it was a bookmark called "Safespot1". I laughed, seeing it was the adress to a safespot INSIDE the system.
I took it.
I warped to it.
And i was looking down the barrels of a dozen large turrets at a player owned station.
Surprise! Looks like he wasn't just being naive when he called it a "safe spot".
